According to the report on the task of building a Specialized Economic Zone of Hai Duong province, the Specialized Economic Zone is located in the west of the province, south of the Hanoi-Hai Phong highway, with a total area of ​​about 5,300 hectares in the two districts of Binh Giang and Thanh Mien.

Specifically, Binh Giang district is about 1,933 hectares in 8 communes: Tan Hong, Binh Minh, Thai Hoc, Nhan Quyen, Co Bi, Thai Duong, Thai Hoa, Binh Xuyen. Thanh Mien district is about 3,367 hectares in 10 communes: Thanh Tung, Pham Kha, Doan Tung, Hong Quang, Ngo Quyen, Tan Trao, Doan Ket, Le Hong, Lam Son and Thanh Mien town.

Hai Duong province's special economic zone will have 7 functional sub-zones. Of which, 13 industrial parks and 3 industrial clusters will be formed with a total area of ​​over 3,150 hectares.
