On December 11, information from Si Pha Phin Border Guard Station, Dien Bien Provincial Border Guard said that the unit has just issued a decision to prosecute a criminal case against Dieu Chinh Phuong for organizing illegal entry for others.
Previously, at around 00:10 on December 10, the Working Group of Si Pha Phin Border Guard Station coordinated with the Drug and Crime Prevention Department, Dien Bien Provincial Border Guard on duty at Km00 + 300, on National Highway 4H (in the area of Nam Chim 1 village, Si Pa Phin commune, Nam Po district) and discovered a man driving a motorbike carrying 2 people (1 male, 1 female) behind him with suspicious signs. The Working Group asked the man to stop the vehicle for an administrative check.
Through inspection, the subject driving the motorbike was identified as Dieu Chinh Phuong (born in 1994, residing in Tan Phong, Si Pa Phin commune). The two subjects sitting behind were Tong Van Dien (born in 1995, residing in Co San village, Muong Lan commune, Muong Ang district, Dien Bien province) and Pham Thi Hong Vui (born in 1991, residing in Phan Dinh Phung ward, Thai Nguyen city, Thai Nguyen province), who were escorted by Phuong to enter Vietnam from the other side of the border. The working group made a record of the arrest of the offender and took the subjects to Si Pha Phin Border Guard Station for further investigation and clarification.
During the investigation, Dieu Chinh Phuong confessed that at around 4:00 p.m. on December 9, he went to Phon Xay cluster (Muong May district, Phong Sa Ly province, Laos) to buy and sell goods. There, Phuong met a man who said that there were two people who wanted to go to Vietnam but did not have documents. The man asked Phuong to pick up the two people at landmark 74, the Vietnam - Laos border, in exchange for 1 million Lao Kip, and Phuong agreed.
At around 7:30 p.m. the same day, Phuong entered Vietnam at the Si Pa Phin Border Control Station. At 10:30 p.m., Phuong received a phone call from a man in Laos calling to come to the pre-arranged location to pick up the person. After receiving the person and the payment, the three people were moving to the above location when they were discovered and arrested by the Border Guard Task Force.
Along with initiating a criminal case against Dieu Chinh Phuong for organizing illegal entry for others, Si Pha Phin Border Guard Station issued a decision to administratively sanction the remaining two cases and instructed them to return to their localities.
