On the morning of December 11, at the Eastern Cultural Center, the 17th Hai Duong Provincial People's Council closed the 28th Session (the regular year-end session) after 2.5 working days.

Consider carefully, through many new policies
Speaking at the closing session, Chairman of Hai Duong Provincial People's Council Le Van Hieu affirmed that the session was successful, deciding many important contents with the spirit of accompanying the Provincial People's Committee to promptly remove difficulties, unleash all resources to serve development and improve people's lives.
At the meeting, comrade Tran Duc Thang, member of the Party Central Committee and Secretary of the Provincial Party Committee, gave a speech directing a number of policies, orientations and key tasks for the Provincial People's Council to discuss and decide.
Spending adequate time on discussion and questioning, the meeting recorded nearly 100 opinions discussing and questioning in depth on outstanding results, pointing out limitations, weaknesses and causes, and agreeing on solutions for 2025.
The Chairman of the Provincial People's Council affirmed that the 37 resolutions just passed by the Provincial People's Council are an important legal basis for the Provincial People's Committee and all levels and sectors to implement.
Reviewing the highlights considered at the 28th Session, comrade Le Van Hieu said that the Provincial People's Council acknowledged and highly appreciated the determination and effective innovations in the direction and administration of the Provincial People's Committee and the drastic participation of sectors and localities in implementing the socio-economic development tasks in 2024.
Regarding the recently approved policies, comrade Le Van Hieu emphasized that 18/37 resolutions are legal documents and support policies that are awaited by many businesses, voters and people.
Many resolutions are specific policies of the province that have been organized by the Standing Committee of the Provincial People's Council in many seminars, seeking consultation from central agencies, departments, branches, and localities before being submitted to the meeting for consideration and resolution.
There are still concerns, but the viewpoint of the Standing Committee of the Provincial People's Council is to consider and decide on the issue to avoid disadvantages for policy beneficiaries when the legal regulations have come into effect.
On the basis of careful consideration, with the spirit of companionship and close coordination between the Standing Committee, the People's Council committees and the Provincial People's Committee in policy making, all resolutions were passed by the Provincial People's Council with a high approval rate.
The meeting also considered and approved many resolutions on the budget, public investment and investment policies for works and projects serving socio-economic development.
The Chairman of the Provincial People's Council noted that this is an important legal basis and premise for the Provincial People's Committee, departments, branches and localities to implement in the remaining time of 2024 and 2025, contributing significantly to the implementation of the goals of the Resolution of the 17th Provincial Party Congress and the 5-year socio-economic development plan 2021 - 2025.
Deploying 3 key task groups, bringing policies into life
Emphasizing that 2025 is of great significance in striving to complete the goals of the entire term, comrade Le Van Hieu requested the Provincial People's Committee to direct and promptly and effectively implement the resolutions just passed by the Provincial People's Council with 3 key groups of tasks.
That is, pay attention to directing the implementation of socio-economic development tasks in 2025. In addition to the tasks as stated by the Provincial People's Committee, it is necessary to resolutely implement the growth target of over 10%, strongly improve the investment and business environment to attract, mobilize and effectively use resources to ensure growth targets.
At the same time, focus on disbursing public investment capital in 2024, determined to complete the assigned plan, and avoid repeating the situation of capital accumulation at the end of the year.
Along with that, it is necessary to pay attention to investing in renovating and upgrading irrigation systems to serve agricultural production, and soon complete and put public investment projects into effective exploitation and use.
"Improving and upgrading the irrigation system is an issue that many voters, people, and grassroots officials have proposed, and the Standing Committee of the Provincial People's Council has organized supervision and made recommendations to the Provincial People's Committee. At this session, the investment policy for 9 projects was approved, and the Provincial People's Committee leaders are requested to pay attention and continue to review and research," emphasized comrade Le Van Hieu.
It is necessary to strictly manage revenue sources, proactively manage the budget, and focus on basic and essential tasks... Prioritize resource allocation to completely resolve new rural construction projects before 2020.
Comrade Le Van Hieu noted that it is necessary to make final payments for projects that have completed acceptance, handover and put into use; complete unfinished projects, and avoid waste.
Continue to improve the quality of education and health care to improve the quality of education and health care for the people. Urgently implement solutions to improve the quality of human resources. Pay attention to investing in social infrastructure systems for areas with a large number of workers. Implement social security policies well. Thereby, retain workers, let Hai Duong people work in Hai Duong and attract workers from other provinces, creating favorable conditions for attracting investment to the province.

Comrade Le Van Hieu requested the Provincial People's Committee to focus on implementing the reorganization of specialized agencies at the provincial and district levels according to the direction of the Central Government and the province. Strengthen inspection, public reception, settlement of complaints and denunciations of citizens and resolutely fight corruption, negativity, administrative reform, strengthen discipline, order, overcome the situation of shirking, avoiding, and not fully performing responsibilities and tasks.
Regarding policy development and implementation, comrade Le Van Hieu requested the Provincial People's Committee, specialized agencies, and localities in the province to urgently deploy and put the policies recently approved by the Provincial People's Council into practice, ensuring the right subjects, timeliness, and effectiveness.
At the same time, proactively review and evaluate issued policies to propose timely adjustments and supplements. In particular, continue to research policies to support vocational training facilities, add vocational training support objects to high school students to streamline training. Research and arrange vocational training facilities, issue policies to attract vocational teachers, support people under 18 years old, people with difficult circumstances in learning.
To support attracting investment in building social housing, there needs to be a support policy so that prices are suitable for the income of low-income people in remote areas and rural areas.
Through monitoring and examination, it was found that some policy groups need to be further studied. Comrade Le Van Hieu assigned the Provincial People's Council committees to coordinate in reviewing and advising the Provincial People's Council Standing Committee to propose implementation.
The Standing Committee, committees, delegations and delegates of the Provincial People's Council continue to promote the responsibility of elected representatives, supervise the implementation of the resolution and continue to maintain close contact with voters, promptly notify the results of the session, urge competent agencies to promptly consider and resolve legitimate opinions and recommendations of businesses, voters and people.
Many policies have been issued but people and businesses have not been able to access them. Comrade Le Van Hieu suggested that socio-political organizations, information and communication agencies step up propaganda and bring policies into life.
The Chairman of the Provincial People's Council emphasized that 2025 is the final year in the 5-year socio-economic development plan 2020-2025, which is of special importance, deciding the completion of the goals of the Resolution of the 17th Provincial Party Congress and the tasks of the whole period, and is the year to organize Party congresses at all levels towards the 18th Provincial Party Congress.
The resolutions and policies issued at this session will open up many opportunities, create motivation and be the foundation for Hai Duong to enter a new development phase 2026-2030.
