Opening of the 28th Session of the 17th Hai Duong Provincial People's Council

On the morning of December 9, at the Dong Xu Cultural Center, the 17th Hai Duong Provincial People's Council opened its 28th session (regular session at the end of 2024).

Many bright spots in socio-economics in 2024

Speaking at the opening of the session, Chairman of Hai Duong Provincial People's Council Le Van Hieu emphasized that this session is very important in the context of implementing the 5-year socio-economic development plan 2021 - 2025.

At the meeting, the Provincial People's Council will discuss and decide on many issues to remove difficulties, unleash resources, promote socio-economic development of the province in 2025, and fulfill the goals set out in the Resolution of the 17th Provincial Party Congress.

Assessing the implementation of tasks in 2024, comrade Le Van Hieu affirmed that despite being affected by many difficulties and challenges, under the correct and timely leadership and direction of the Provincial Party Committee, the Provincial Party Committee Standing Committee and the Provincial Party Secretary, together with the joint efforts and consensus of the people and the business community, the Provincial People's Council and the Provincial People's Committee have coordinated smoothly to direct and implement tasks, continuing the strong growth momentum of the first months of the year, achieving many positive results.

In particular, Hai Duong has proactively prevented, combated and actively overcome the consequences of storm No. 3 in the province, stabilizing production and people's lives.

The annual growth is estimated at 10.2% (ranked 6th and 1.5 times higher than the national average); the total product scale at current prices is estimated at over 212 trillion VND, 1.14 times higher than in 2023. Budget revenue is estimated at over 28 trillion VND, up 46.7% compared to the estimate (highest ever, 16/16 revenue items all reached and exceeded the set plan).

Comrade Le Van Hieu assessed that the province has resolutely directed the disbursement of public investment capital, focused on accelerating progress, and planned to complete 13 projects and 4 inter-regional traffic connection projects, contributing to creating new momentum and space for development.

Some difficulties in investment procedures and project implementation, especially land clearance issues over the past years, have been gradually resolved. The construction of social housing and handling of slow-progressing projects have achieved initial results.

Along with that, Hai Duong has actively and proactively issued documents under its authority to organize the implementation of the Land Law, Housing Law 2024, new legal documents and decrees guiding their implementation, issued many mechanisms and policies to attract investment, support health care, education, labor, poverty reduction, support policy beneficiaries and meritorious people...

The fields of culture and sports continue to receive attention, comprehensive education and key education maintain their achievements in the top of the country. The work of taking care of people's health has made progress. Thereby, the material and spiritual life of Hai Duong people is constantly improved and raised.

There are still limitations that need to be removed.

In addition to the results, Chairman of the People's Council Le Van Hieu assessed that there are still many limitations. In particular, although domestic budget revenue has increased, the proportion of revenue from land is still quite high (approximately 35%). Investment attraction has not been as expected, not commensurate with the potential and advantages of the province. Foreign direct investment attraction has decreased compared to 2023 and is much lower than that of neighboring provinces (only reaching over 600 million USD, down 52.3% compared to the same period in 2023).

The construction of a number of policy mechanisms still has many different opinions, not ensuring harmony between components, regions and beneficiaries.

The rate of newly established enterprises did not meet the set target while the quality of enterprises in the province remained low and the number of enterprises leaving the market increased.

Violations of irrigation works, wharf operations, and illegal construction on agricultural land have not been thoroughly handled. Some difficulties and problems that have been slow to be resolved include outstanding debts in new rural construction, slow-progressing projects that risk causing waste, etc.

Noting that the workload of the session is very large, the Chairman of the Provincial People's Council requested the delegates to promote democracy, uphold responsibility, research and actively discuss, contribute many practical ideas, contribute to correct decisions, truly accompany the Provincial People's Committee and support, create maximum favorable conditions for people and businesses.
