At this meeting, the Department of Education and Training reported on the adjustment and addition of subjects and capital structure to implement the Project "Construction and supplementing classrooms in shortage at educational institutions in the province in the period of 2020 - 2025" and issued a plan to implement the Project in the period of 2023-2025.

After listening to the opinions of the delegates, the Chairman of the Provincial People's Committee concluded that the Provincial People's Committee agreed with the content of the report of the Department of Education and Training. He requested the Department of Education and Training to accept the opinions of the delegates, complete the content of the proposal to adjust and supplement the subjects and capital structure to implement the Project "Construction and supplement of classrooms lacking in educational institutions in the province in the period of 2020 - 2025" and issue a plan to implement the Project in the period of 2023-2025.

With the spirit of education being the top national policy, in the coming time, the Department of Education and Training is requested to coordinate, research, and advise the Provincial People's Committee on comprehensive solutions to solve the fundamental problems of the education sector up to now in order to effectively implement the goals, viewpoints, guidelines, and policies of the province in the field of education. Localities must be unanimous, join hands, and coordinate to implement. Assign the Standing Vice Chairman of the Provincial People's Committee Luu Van Ban to directly direct this content.

According to the report of the Department of Education and Training, the proposed adjustments include adding beneficiaries of the project to primary schools in the province and adjusting the capital structure to implement the project. Primary schools use 100% of the capital from the provincial budget; for kindergartens and secondary schools, the capital structure uses 55% of the capital from the provincial budget and 45% of the capital from the district budget (no longer using socialized capital as before).

After adjustment, 361 solid classrooms will be built to meet standards to replace temporary classrooms, borrowed classrooms and supplement classrooms lacking due to increased students to ensure enough classrooms to meet the scale of the 2023-2024 school year for preschools, primary schools and secondary schools with temporary classrooms, borrowed classrooms and classrooms lacking. Specifically, 72 classrooms will be built for preschools, 141 classrooms for primary schools and 148 classrooms for secondary schools.

The total estimated budget for implementing the Project's objectives for the 2023-2025 period is more than 300 billion VND. According to the proposal, the budget for implementing the Project for the 2023-2025 period will be drawn from land use rights auctions, lottery revenue, capital for implementing the national target program on new rural construction, and other legal capital sources.
