In the first quarter, some industries and fields of Hai Duong grew very positively.

On March 24, the Party Executive Committee of the Hai Duong Provincial People's Committee held an (expanded) conference to review the implementation of socio-economic development tasks in the first quarter of 2025; the implementation of the budget revenue and expenditure estimates for the first 3 months of 2025 and solutions for budget management for the remaining 9 months of 2025; the plan to temporarily suspend the purchase of assets, working equipment, new construction, upgrading, renovation, repair of works and adjust the 5-year state budget public investment plan 2021 - 2025, the 2025 plan in the process of innovation and restructuring of the apparatus.

Comrade Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee chaired the conference. He assessed that in the first quarter of 2025, Hai Duong has proactively and effectively implemented the reorganization and streamlining of the political system in accordance with the resolutions and directions of the Central Committee and the conclusions of the Politburo, while focusing on completing socio-economic development tasks. The results have basically completed the key goals and tasks set for the first quarter. Of which, there are 2 groups of outstanding results.

The Party Executive Committee and the Standing Committee of the Provincial People's Committee have established advisory and support agencies for the Party Committee; received grassroots party organizations; decided to dissolve and establish grassroots party organizations; reviewed, arranged, mobilized and assigned leaders of Party organizations and advisory and support agencies for the Party Committee. This is an important foundation for the Provincial People's Committee Party Committee to effectively perform its leadership and direction role, contributing to improving the effectiveness and efficiency of the Provincial People's Committee's operations.

The work of streamlining and streamlining the organizational apparatus was carried out resolutely, ensuring progress and quality according to the direction of the Central Government.

Regarding the implementation of socio-economic development tasks, in the first quarter, a number of industries and sectors grew very positively. Of which, the added value of the agriculture, forestry and fishery sector reached VND 3,277 billion, up 7.51% over the same period last year (exceeding the set target of 4%).

The processing and manufacturing industry is one of the main growth drivers, increasing by 17.5% (exceeding the set target of 14.7%). Some products have high production growth rates exceeding the target, such as automobile assembly (exceeding the target by 5%) and animal feed (exceeding the target by 2.6%).

The added value of the construction industry reached 1,383 billion VND, up 16.44% (exceeding the first quarter target of 15.8%).

Total budget revenue exceeded the set target, ensuring resources for investment in socio-economic development. Total state budget revenue in March was estimated at VND2,883 billion; accumulated revenue in the first quarter reached VND9,820 billion, equal to 36% of the annual estimate (exceeding the set target of VND9,375 billion). Of which, domestic revenue was VND8,595.6 billion, reaching 36% of the estimate, up 31% over the same period last year (exceeding the set target of VND8,400 billion in the first quarter); 10/12 revenue items reached over 25% of the annual estimate.

Product tax minus product subsidy reached VND2,802 billion, up 9.9% (exceeding the first quarter target of 9.8%).

Domestic and foreign investment attraction increased sharply compared to the same period in 2024. Specifically, the total registered domestic investment capital was VND 12,010 billion, an increase of 137% over the same period last year, of which 14 new projects were approved in principle, with a total registered capital of VND 8,643 billion. The total registered foreign investment capital was USD 138 million, an increase of 85.6% over the same period last year, of which 9 new projects were granted investment certificates, with a total registered capital of USD 49.8 million.

The education and health sectors continue to receive attention; labor, employment, and social security are guaranteed. The province has completed the construction of 100% of the houses according to the plan to eliminate temporary and dilapidated houses in the province; of which, 255 houses have been completed and repaired (29.8%).

Political security and social order and safety are ensured; local defense and military are strengthened...

In addition, some economic indicators have not met the set targets, such as the total product in the area is estimated to increase by 10.94% over the same period last year (not reaching the first quarter target of 11%); the disbursement progress of public investment capital in the first quarter is estimated at 1,852 billion VND (the target is 1,958 billion VND); compensation and site clearance work is still slow.

Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee Le Ngoc Chau seriously criticized some units and localities for lacking determination in direction and management; not proactively advising and coordinating; causing delays in progress, not completing assigned tasks, affecting the overall results of the province.

Emphasizing that the tasks and workload in the coming time are extremely heavy and the time is very urgent, comrade Le Ngoc Chau requested that Party committees and authorities at all levels must be highly determined in directing, operating, organizing and completing tasks on schedule, as quickly as possible, achieving the best results and ensuring compliance with regulations; areas and localities that lack targets in the first quarter must make up for them in the second quarter.

Regarding targets and tasks that have not been achieved compared to the growth scenario in the first quarter, departments, branches, localities and investors are required to seriously review and evaluate the causes; at the same time, focus highly, proactively and synchronously deploy solutions effectively.

Continue to synchronously deploy public investment capital disbursement; accelerate the progress of key projects and works; promptly remove difficulties and obstacles in project implementation. The People's Committees of districts and cities: Chi Linh, Thanh Mien, Cam Giang, and the Provincial Police must immediately resolve the situation of households digging up soil and taking it away within the scope of the project that has cleared the land, violating the law, affecting the project progress.
