Resolved more than 86% of outstanding applications for issuance, re-issuance of land use right certificates.

According to the Department of Agriculture and Environment, through 4 rounds of handling the issuance, re-issuance, and registration of changes in land use right certificates and property ownership rights attached to land from the end of January until now, the whole province has resolved about 2,800 records, reaching more than 86%.

Up to now, the rate of backlog cases resolved in the first quarter of 2025 has ensured the progress target (target of 80% or more) as required in Plan No. 69/KH-STNMT of the Department of Natural Resources and Environment (now the Department of Agriculture and Environment) on "implementing the economic growth scenario in 2025 of Hai Duong province".

There are more than 400 files remaining to be processed, of which more than 300 files have been transferred to the Commune People's Committee to determine the origin of the land; the remaining files are at the tax authority's step to determine financial obligations or are at the step waiting for citizens to fulfill their financial obligations and the files are being processed at the District Land Registration Office Branch.

Up to now, 4 branches of the Land Registration Office in Ninh Giang, Thanh Mien, Binh Giang, and Tu Ky districts have completed the processing of outstanding applications for issuance, re-issuance, and registration of changes in land use certificates.

Previously, through review, as of December 15, 2024, the whole province still had 3,209 backlogs of applications for issuance, re-issuance, and registration of changes in land use right certificates and ownership of assets attached to land. On January 23, 2025, the Department of Natural Resources and Environment (now the Department of Agriculture and Environment) issued Plan No. 69/KH-STNMT on "implementing the Economic Growth Scenario (GPDP) in 2025 of Hai Duong province", in which it continued to assign the task of resolving backlogs of applications for issuance, re-issuance of certificates with the target of 80% or more of the backlogs being resolved in the first quarter and 100% being resolved in the second quarter, eliminating the backlog and delays.
