Resolving the backlog in granting first-time land use right certificates to households and individuals in the area is a key task of Thanh Ha district in 2025.

For cases that are not yet qualified and still have problems, the District Department of Natural Resources and Environment will synthesize a report and ask for instructions from the Department of Natural Resources and Environment and related departments and branches for guidance on resolution.

The District People's Committee requests that in January, communes and towns develop plans and set monthly quotas for land use right certificate issuance for land officials and professional support teams. In February, deploy and guide families and individuals who need land use right certificates to complete procedures and provide documents and records related to land use rights. In March and April, measure and extract land plots.

In May and June, families and individuals submit applications for land use right certificates.

The Thanh Ha District Land Registration Office Branch is responsible for updating and correcting the land database and cadastral records. The Department of Natural Resources and Environment guides communes and towns and is responsible for synthesizing and reporting to the District People's Committee on the implementation progress.

The District People's Committee requires communes and towns to make the issuance of certificates one of the key tasks in 2025. The Chairman of the Commune and Town People's Committee is responsible to the Chairman of the District People's Committee if there is any backlog or delay within the scope of their resolution.

According to the 2010 survey map statistics, Thanh Ha district has 176,056 residential land plots requiring land use rights, corresponding to 39,216 households and individuals, with an area of ​​22,869.9 hectares.

By the end of December 2024, the District People's Committee had issued first-time land use right certificates to 168,312 residential plots, with an area of ​​22,521.9 hectares (reaching 95.6%), corresponding to 38,102 households (reaching 97.16%). There are still 7,744 plots, with an area of ​​347.98 hectares that have not been granted certificates. The District strives to complete the issuance of first-time land use right certificates to eligible households and individuals by June 2025, reaching 70% or more.
