Hai Duong Provincial Party Secretary Tran Duc Thang: Selecting ethical, capable and responsible cadres for the next term

On the morning of March 14, Hai Duong Provincial Party Committee held a conference to review 15 years of implementing the Party Charter (2011-2025), Party building work for 5 years (2020-2025) and Directive No. 35-CT/TW, dated May 30, 2019 of the Politburo on Party Congresses at all levels towards the 13th National Congress of the Party.

Comrades: Tran Duc Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee; Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Trieu The Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee attended the conference.

Concluding the conference, Hai Duong Provincial Party Secretary Tran Duc Thang said that the draft reports had been directed by the Provincial Party Standing Committee to be researched, developed and thoroughly discussed. However, members of the Provincial Party Executive Committee need to continue to study important issues in Party building and rectification work; thereby actively proposing solutions to improve the effectiveness of personnel work, inspection, supervision, development of Party organizations and Party members... The Provincial Party Committee's Organization Board and the advisory agencies assisting the Provincial Party Committee received the opinions of the delegates to advise on the completion of reports to be submitted to the Central Committee within the prescribed time.

Regarding the implementation of Directive No. 35-CT/TW, dated May 30, 2019 of the Politburo, Secretary of the Provincial Party Committee Tran Duc Thang noted that Party committees at all levels need to continue to correctly assess limitations and subjective causes of limitations in order to focus on effectively overcoming them. Relevant agencies should proactively advise on research and establish subcommittees to prepare for the 18th Provincial Party Congress, term 2025-2030. The review, research, discussion and development of orientations for socio-economic development, Party building and political system building of the province and district levels in the coming term should also be implemented soon.

Emphasizing the importance of personnel work, the Secretary of the Hai Duong Provincial Party Committee noted that Party committees at all levels also need to proactively propose and focus on implementing solutions to select ethical, capable, and responsible cadres to prepare for personnel work for the Party Congresses at all levels in the next term.

Hai Duong Provincial Party Committee currently has 15 Party Committees directly under the Provincial Party Committee, including 12 district-level Party Committees and 3 agency-level Party Committees; there are 3 Party Executive Committees and 6 Party Delegations directly under the Provincial Party Committee. As of January 2024, the whole province has 640 grassroots Party organizations including: 419 grassroots Party Committees (including 235 Party Committees of communes, wards and towns), 221 grassroots Party cells, 12 departmental Party Committees and 4,287 affiliated Party cells with a total of 108,668 Party members. Every year, the whole province has over 90% of grassroots Party organizations in the province completing their tasks well or better, there are no weak grassroots Party organizations; over 90% of Party members complete their tasks well, of which over 15.7% of Party members complete their tasks excellently.

In Hai Duong, the results of Party building and implementation of the Party Charter in recent times have significantly contributed to building a clean and strong Party, improving the leadership capacity and fighting strength of Party organizations and Party members. The role of Party organizations and Party members continues to be affirmed and promoted, actively contributing to leading the implementation of the province's political tasks.

Implementing Directive No. 35-CT/TW of the Politburo, the 17th Provincial Party Congress and the Party Congresses at all levels for the 2020-2025 term in the province were carried out seriously, methodically, and in accordance with regulations. The quality of Party committees at all levels of the new term has been improved in both professional qualifications and political theory; the proportion of young and female cadres has increased compared to the 2015-2020 term. The successful organization of the 17th Provincial Party Congress and the Party Congresses at all levels for the 2020-2025 term is an important premise for Hai Duong to achieve outstanding and comprehensive results in recent years.

At the conference, delegates focused on discussing and contributing many in-depth opinions to evaluate and analyze the advantages and results, and pointed out some limitations, difficulties and obstacles; at the same time, proposed and recommended solutions to continue improving the quality of all aspects of Party building work, doing well the preparation work for Party Congresses at all levels for the 2025-2030 term towards the 18th Provincial Party Congress and the 14th National Party Congress.
