On October 8, Hanoi City Police said that the Department of Cyber ​​Security and High-Tech Crime Prevention and Control, in coordination with Hoang Mai District Police, had dismantled a group that organized gambling through livestreaming (filming - broadcasting live) the electronic game "League Of Legends" (League of Legends) on YouTube.

Previously, on September 25, the police organized a fight, destroyed, summoned and searched Dang Manh Cuong (born in 1997, in Hoang Mai, Hanoi) and 11 other subjects (7 subjects in Hanoi, 3 in Dong Nai, 1 in Binh Phuoc); temporarily detained 5 computers, 11 phones and other related documents.

At the police station, the subjects confessed that at the end of November 2018, Cuong created a Youtube channel with content sharing gaming videos to earn money from advertising and donations (players' support).

During the operation of the channel, many viewers asked Cuong to organize betting in live sessions and the subject agreed.

Around mid-May 2024, Cuong discussed with Tran Duc Toan and Nguyen Duy Thien (both born in 1996, in Hoai Duc district) to organize betting on his Youtube channel.

Cuong live-streamed videos, commenting on famous gamers around the world playing the game “League Of Legends” (Teamfight Tactics - TFT game mode) and calling on viewers to bet on the final rankings of these gamers (in order from 1 to 8).

In the comment section, Cuong posted a link instructing players how to place bets. To place bets, gamblers transfer money to a bank account provided by the subject with the agreed transfer content.

After the match ends, based on the player's ranking, if the gambler wins, he will receive 1.85 times the bet amount, if he loses, he will lose all the bet amount.

Normally, Cuong livestreams twice a day. Thien was assigned as the secretary, responsible for updating information and statistics of gamblers participating in betting.

At the end of each match, Thien calculated the amount of money the gamblers won and used his accomplices’ bank accounts to transfer the money to pay out the prizes. Thien kept 15% of the total amount the gamblers won to share.

In order to conceal the flow of money benefiting from the gambling organization, Cuong, Thien and Toan colluded with Nguyen Trong Tung (born in 1996, in Hoai Duc, Hanoi), Hoang Manh Hai (born in 2000, in Phuc Tho, Hanoi) and TTN (born in 2000, in Cam My, Dong Nai), LHT (born in 2003, in Xuan Loc, Dong Nai), LNAT (born in 2003, in Xuan Loc, Dong Nai) to use bank accounts to receive and transfer gambling winnings to gamblers.

Police determined that from May 14 to now, the total amount of money transferred and withdrawn by the subjects to participate in gambling is about 70 billion VND, with about 65,000 betting transactions of about 1,000 gamblers. The amount of money the subjects benefited from is up to billions of VND.

According to the police, there is sufficient basis to determine that the subjects' behavior shows signs of gambling and organizing gambling.

Hanoi City Police recommends that every citizen fully recognize the values ​​of electronic games, participate in electronic games with a healthy entertainment mentality, and not participate in betting or organize betting through electronic games in any form.

Pay attention to managing, educating, and mobilizing relatives (especially young people) and people around them to raise their vigilance and stay away from gambling through electronic games.

In case of detecting suspicious subjects related to gambling, promptly report to the police.

In addition, Hanoi City Police also requested that electronic game publishing enterprises conduct inspections, management, and promptly detect suspicious cases of organizing betting through electronic games and coordinate with authorities to prevent and stop them.
