According to the working program of the 4th Session, the National Assembly spent the whole day of October 31 discussing the implementation of policies and laws on practicing thrift and combating waste in the 2016-2021 period.

Previously, the National Assembly listened to the Report of the National Assembly's Supervisory Delegation on this content.

The session was broadcast live on Voice of Vietnam, Vietnam Television, and Vietnam National Assembly Television for voters and people to follow.

At the 15th Session, the National Assembly Standing Committee gave its opinions on the draft report on the results of supervision. To develop the draft report, the Thematic Supervision Delegation issued a Supervision Plan, developed an outline requesting the Government, ministries, branches, central agencies and People's Committees, People's Councils, National Assembly Delegations of 63 provinces and centrally run cities to report on thematic supervision; assigned members and working groups to coordinate with ministries, branches, agencies and units to prepare reports, and work directly with the Government, 15 ministries and 15 localities.

In addition, the National Assembly Standing Committee has commented on the reports of agencies on this field four times. The National Assembly Chairman directly attended the working session of the Supervisory Delegation with a number of ministries, branches and localities.

Some key areas of this monitoring topic are: Completing mechanisms and policies; advising on the promulgation and implementation of annual and five-year programs on practicing thrift and combating waste; managing and using the state budget, managing and using state capital; managing and using offices, public housing, and public assets; streamlining the apparatus and reducing staff; managing and exploiting resources; managing and exploiting telecommunications resources; inspection, investigation, prosecution, trial, and execution of judgments; implementing conclusions and recommendations of inspection agencies and the State Audit.

To date, ministries, branches and localities have submitted all reports as requested by the Monitoring Team. During the monitoring process, ministries, branches and localities have seriously received and submitted additional reports as requested.

Initially, the National Assembly's supreme thematic supervision activities have had a strong impact, influence, and change in the implementation of policies and laws on practicing thrift and combating waste by the Government, ministries, branches, and localities.

Supervision work has helped agencies and units gain deeper awareness and be more responsible in implementing policies and laws on practicing thrift and combating waste.

Many ministries, branches and localities, through the initial monitoring results of the National Assembly's Monitoring and Thematic Monitoring Delegation, have proactively issued plans, solutions and assigned responsibilities to each organization and individual for immediate correction and improvement.
