Research and complete new salary policy to be implemented after 2023

The National Assembly assigned the Government to urgently study and complete the specific contents of the new wage policy and submit it to competent authorities for consideration and decision.

This issue was mentioned by the Government in its report to the National Assembly Standing Committee on the synthesis of the results of handling and responding to voters' petitions at the 4th Session and the 2nd Extraordinary Session of the 15th National Assembly, which is under the authority of the Government and the Prime Minister.

Increase basic salary to 1.8 million VND/month from July 1, 2023

The report said that voters suggested that the current salaries of civil servants, public employees, armed forces and workers are still low and do not meet the needs of life. At the same time, they suggested considering implementing a roadmap to increase the basic salary and adjusting the salary policy to match the price of living services.

Regarding the above issue, according to the Government, from 2020 to now, due to the adverse impact of many domestic and international factors, especially the direct impact of the Covid-19 pandemic, there have not been sufficient conditions to reform the salary policy for cadres, civil servants, public employees and armed forces as required by Resolution No. 27-NQ/TW dated May 21, 2018 of the 7th Central Conference, Session XII; at the same time, the basic salary for cadres, civil servants, public employees and armed forces has not been adjusted to increase.

That leads to many difficulties in the lives of people receiving salaries and allowances from the state budget.

The 4th session of the 15th National Assembly approved raising the basic salary from VND 1.49 million/month to VND 1.8 million/month (an increase of 20.8%) from July 1, 2023 for cadres, civil servants, public employees and armed forces.


At the 4th session, National Assembly delegates voted to pass the Resolution on the 2023 state budget estimate, which clearly stated that from July 1, 2023, the basic salary for cadres, civil servants and public employees will be increased to 1.8 million VND/month.

The National Assembly assigned the Government to urgently study and complete the specific contents of the new salary policy and submit it to competent authorities for consideration and decision on implementation at an appropriate time after 2023, ensuring compliance with the requirements of Resolution No. 27-NQ/TW of the 7th Central Conference of the 12th Term, creating motivation for cadres, civil servants and public employees to work with peace of mind and dedication.

Regarding the basic salary, at the Government press conference on the evening of May 5, Deputy Minister of Home Affairs Nguyen Duy Thang said that the ministry drafted a decree, collected opinions from ministries, sectors, and people, and in April 2023, sent it to the Ministry of Justice for appraisal. The Ministry of Home Affairs will promptly receive, explain, and plan to submit it to the Government this May to adjust the basic salary from 1.49 million to 1.8 million on July 1.

Also at the press conference, Deputy Minister of Finance Nguyen Duc Chi said that the Government has allocated more than VND59,000 billion in resources for increasing basic salaries in the last 6 months of this year.

Support for redundant civil servants after reorganization

The Government's report also said that voters reflected on the surplus of cadres, civil servants, non-professional workers and many vacant administrative offices due to the merger of commune-level administrative units.

Voters requested the Government to direct ministries, branches and localities to continue researching and developing more reasonable support policies for redundant cadres, civil servants and part-time workers after the reorganization; at the same time, there should be forms of support and resource allocation for localities to carry out this work.

The Government emphasized that Article 10 of Resolution No. 653/2019/UBTVQH14 dated March 12, 2019 of the National Assembly Standing Committee clearly stipulates the regime and policies for cadres, civil servants, public employees, and redundant workers of agencies, organizations, and units due to the arrangement of district- and commune-level administrative units in accordance with Government regulations (on recruitment, use, and management of cadres, civil servants, and public employees; on termination of employment; on streamlining of payroll policies and other policies).

In addition to the Government's regulations, based on the local budget balance, the provincial People's Committee shall submit to the People's Council of the same level to issue support policies for surplus subjects due to the arrangement of administrative units at the district and commune levels. In case of inability to arrange or reorganize, the locality shall have a specific report for the Ministry of Home Affairs to consider and resolve, or submit to the competent authority for consideration and decision.

Based on the results of the summary of the arrangement of district and commune-level administrative units in the 2019-2021 period and based on the policy in the Document of the 13th National Party Congress "Promoting the arrangement of district and commune-level administrative units", the Government assigned the Ministry of Home Affairs to develop a Project on the arrangement of administrative units at all levels in the 2022-2025 period, with a vision to 2030, based on synthesizing and studying the opinions of ministries, branches, localities and voters to submit to competent authorities for consideration and decision.
