The Ministry of Home Affairs will monitor and inspect the implementation of salary policies for officials in state agencies and public service units in 2 ministries and 5 localities.
This is one of the contents in the Plan to monitor the implementation of laws of the Ministry of Home Affairs in 2024, signed and issued by Minister of Home Affairs Pham Thi Thanh Tra.
The plan aims to monitor the situation of law enforcement, review and evaluate the current status of law enforcement organization, recommend solutions to improve the effectiveness of law enforcement and perfect the legal system of the Home Affairs sector.

According to the plan, the Ministry of Home Affairs will monitor and inspect the implementation of salary policies for cadres, civil servants and public employees in state agencies and public service units.
"Scope and subjects of monitoring and inspection: monitoring and inspection of the implementation of salary policies at the Ministry of Planning and Investment, the Ministry of National Defense and 5 provinces including Ba Ria - Vung Tau, Binh Duong, Dak Lak, Nghe An, Tuyen Quang", the plan clearly states.
Regarding the content of monitoring and inspecting this field, the Ministry of Home Affairs said it will monitor and inspect the implementation of the salary regime and policies stipulated in Decree No. 204/2004 of the Government on salary regime for cadres, civil servants, public employees and armed forces.
In addition, Circular No. 03/2021 of the Minister of Home Affairs amends and supplements Circular No. 08/2013 of the Minister of Home Affairs guiding the implementation of regular salary increase and early salary increase for cadres, civil servants, public employees and employees.
The inspection team of the Ministry of Home Affairs will also inspect the salary arrangement for promotion exams, rank transfers, and changes in professional titles of civil servants; and inspect the salary arrangement for employees in enterprises who are mobilized, received, and recruited to work in administrative agencies and public service units of the State.
The time for monitoring and inspecting the implementation of salary policies at ministries and localities will take place from the first quarter to the third quarter of 2024 (the specific time will be agreed with the ministries, branches and localities when establishing the Inspection Team).
In addition to implementing salary policies, the content of monitoring and inspecting the implementation of the law also includes the following areas: emulation and reward work; document and archive work; state management of youth; compliance with legal regulations on establishing organizational apparatus, payroll, and streamlining payroll at administrative organizations and public service units.
Along with that is the implementation of Circular No. 05/2021 of the Minister of Home Affairs guiding the functions, tasks and powers of the Department of Home Affairs under the Provincial People's Committee and the Department of Home Affairs under the District People's Committee; the situation of law enforcement on beliefs and religions; on associations, social funds, charity funds; other areas of State management of the Ministry of Home Affairs.
Minister Pham Thi Thanh Tra requested to ensure participation, close coordination, and responsibility among units under the Ministry of Home Affairs, relevant organizations and individuals; closely combine monitoring of law enforcement with law-making and inspection of legal documents.
According to the leader of the Ministry of Home Affairs, it is necessary to specifically define the work content, completion deadline and responsibility of each unit under the Ministry in implementing the assigned work in the spirit of saving, efficiency, and avoiding overlap with other inspection and examination contents.
