The National Assembly assigned the Government to complete a new salary policy to be implemented after 2023.

The Government has just sent a report to the National Assembly Standing Committee on the results of handling and responding to voters' petitions at the 4th Session and the 2nd Extraordinary Session of the 15th National Assembly.

The report said that voters suggested that the current salaries of civil servants, public employees, armed forces and workers are still low and do not meet the needs of life. They suggested considering implementing a roadmap to increase basic salaries and adjusting salary policies corresponding to the prices of living services.

In addition, voters reflected on the surplus of cadres, civil servants, non-professional workers and many administrative offices left empty due to the merger of commune-level administrative units. Voters requested the Government to direct ministries, branches and localities to continue researching and developing more reasonable support policies for surplus cadres, civil servants and non-professional workers after the reorganization; at the same time, there should be forms of support and resource allocation for localities to carry out this work.

Responding to voters' petitions, the Government said that from 2020 to now, due to the adverse impacts of many domestic and international factors, especially the direct impact of the Covid-19 pandemic, there have not been sufficient conditions to reform the salary policy for cadres, civil servants, public employees and armed forces as required by Resolution No. 27-NQ/TW of the 7th Central Conference of the 12th tenure.

At the same time, the basic salary for cadres, civil servants, public employees and armed forces has not been adjusted to increase, leading to many difficulties in the lives of those receiving salaries and allowances from the state budget.

The 4th session of the 15th National Assembly approved the increase of the basic salary from 1.49 million VND/month to 1.8 million VND/month (an increase of 20.8%) from July 1, 2023 for cadres, civil servants, public employees and armed forces. The National Assembly assigned the Government to urgently study and complete the specific contents of the new salary policy to submit to competent authorities for consideration and decision on implementation at an appropriate time after 2023, ensuring compliance with the requirements of Resolution No. 27-NQ/TW, creating motivation for cadres, civil servants and public employees to work with peace of mind and dedication.

Regarding support policies for redundant cadres, civil servants, and non-professional workers due to the restructuring of district and commune-level administrative units, according to the Government, Article 10 of Resolution No. 653/2019/UBTVQH14 of the National Assembly Standing Committee clearly stipulates the regime and policies for redundant cadres, civil servants, public employees, and workers of agencies, organizations, and units due to the restructuring of district and commune-level administrative units in accordance with Government regulations (on recruitment, use, and management of cadres, civil servants, and public employees; on termination of employment; on staff streamlining policies and other policies).

In addition to the Government's regulations, based on the local budget balance, the Provincial People's Committee shall submit to the People's Council of the same level to issue support policies for surplus subjects due to the arrangement of administrative units at the district and commune levels. In case of inability to arrange or reorganize, the locality shall have a specific report for the Ministry of Home Affairs to consider and resolve, or submit to the competent authority for consideration and decision.

Based on the results of the summary of the arrangement of district and commune-level administrative units in the 2019-2021 period and based on the policy in the Document of the 13th National Party Congress "Promoting the arrangement of district and commune-level administrative units", the Government assigned the Ministry of Home Affairs to develop a Project on the arrangement of administrative units at all levels in the 2022-2025 period, with a vision to 2030, based on synthesizing and studying the opinions of ministries, branches, localities and voters to submit to competent authorities for consideration and decision.

According to information from the Ministry of Home Affairs, the Ministry has submitted to the Government a plan to arrange administrative units at district and commune levels for the period 2023-2030. The Government has submitted a document to the National Assembly Standing Committee on this content.

According to the report, the Government sets a goal of completing the arrangement of districts and communes that simultaneously meet both standards of natural area and population size below 70% of the regulations by 2025.

District-level administrative units with natural area standards below 20% and population size below 200% of regulations; commune-level administrative units with natural area standards below 20% and population size below 300% of regulations are also subject to arrangement and merger in the next 3 years.

By 2030, complete the arrangement of remaining district and commune-level administrative units with both standards of natural area and population size below 100% of regulations; district-level administrative units simultaneously have standards of natural area below 30% and population size below 200% of regulations; commune-level administrative units simultaneously have standards of natural area below 30% and population size below 300% of regulations.

The budget for the implementation of the arrangement of district and commune-level administrative units of provinces and cities will be guaranteed by the local budget. The Government proposed that the central budget provide one-time support to localities receiving additional balance at the rate of 20 billion VND for each reduced district-level administrative unit and 500 million VND for each reduced commune-level administrative unit when the National Assembly Standing Committee decides to implement the arrangement of administrative units in the period of 2023 - 2030.

This budget is used to support the implementation of plans and projects to rearrange administrative units at district and commune levels; organize propaganda and mobilization; organize voter consultation; resolve policies and regimes for cadres, civil servants, public employees, and redundant workers due to the rearrangement of administrative units, etc.

It is expected that at the 23rd Session next May, the National Assembly Standing Committee will consider and approve the draft Resolution on the arrangement of district and commune-level administrative units in the 2023-2030 period.
