Determining job positions according to unified instructions of the sector and field management department ensures consistency and connectivity in the system of administrative agencies and public service units.
Thoroughly grasping the requirement to innovate job position management in the spirit of Resolution 7 of the 12th Central Committee, the Standing Secretariat has given instructions in Document No. 8698-CV/VPTW dated January 18, 2019 of the Central Office, in which the Central Organizing Committee is assigned to preside over and coordinate with the Party Committee of the Ministry of Home Affairs and relevant agencies to study and develop a system of lists and descriptions of job positions for cadres, civil servants and public employees in the political system.
Government agencies have 31 leadership and management positions.
The Ministry of Home Affairs said that in order to focus on directing the completion of job position guidance and organizing the implementation of job position development and approval in administrative agencies, organizations and public service units, the Prime Minister has established a Steering Committee on job position development and management in administrative agencies, organizations and public service units, headed by Deputy Prime Minister Tran Luu Quang.
Based on the unified guidance of the Central Organizing Committee, the Ministry of Home Affairs has advised the Prime Minister to direct ministries, ministerial-level agencies, and government agencies to coordinate in developing a list and description of job positions in administrative agencies, organizations, and public service units, reporting to the Government Party Personnel Committee, and sending it to the Central Organizing Committee to report to the Central Steering Committee on payroll management.
At the same time, the Government issued Decree No. 62/2020/ND-CP on job positions and civil servant payroll, Decree No. 106/2020/ND-CP on job positions and number of employees in public service units, creating a legal basis for ministries managing sectors and fields to guide job positions of civil servants and public employees in administrative agencies, organizations and public service units.
Following the direction of the Prime Minister, since the first quarter of 2019, the Ministry of Home Affairs has presided over and coordinated with ministries and branches to research and develop a system of job positions for cadres, civil servants and public employees.
Sectoral and sectoral management ministries have issued circulars guiding job positions as assigned by the Government. In particular, the Ministry of Home Affairs has issued a Circular guiding job positions of leading and managing civil servants; shared professional skills; support and service in administrative agencies and organizations; and job positions of shared professional professional titles; support and service in public service units; Circular guiding the determination of civil servant rank structure.
20/20 ministries and sectors have issued Circulars guiding the positions of professional civil servants in specialized fields. 15/15 ministries and sectors have issued Circulars guiding the positions of leaders, managers, professional titles and the structure of civil servants according to professional titles in public service units.
The Ministry of Home Affairs' synthesis shows that administrative agencies and organizations have 840 job positions, including 122 leadership and management positions; 656 specialized professional civil servant positions; 40 shared professional civil servant positions; and 22 support and service positions.
The Government agency has 31 leadership and management positions. Specialized professional positions, shared professional positions, and support and service positions apply to job positions according to the instructions of the Ministry managing the industry and field.
The public service unit has a total of 559 job positions, including 110 leadership and management positions; 392 specialized job title positions; 30 shared specialized job title positions; and 27 support and service positions.
There are 17 positions for commune-level officials and civil servants, of which 11 are full-time officials and 6 are commune-level civil servants.
According to the Ministry of Home Affairs, 122 leadership and management positions in administrative agencies and organizations have been identified, ensuring connectivity and synchronization with leadership titles and equivalent positions of the political system from the central to grassroots levels as prescribed in Conclusion No. 35-KL/TW of the Politburo.
Based on the provisions of the Law on Cadres and Civil Servants, the Law on Public Employees and the Government's regulations guiding their implementation, ministries, branches and localities have proactively developed and approved civil servant and public employee job positions as a basis for recruiting, managing and using civil servants and public employees according to job positions.
Some ministries, branches and localities have a lot of experience in building and approving job positions such as: Ministry of Finance, State Bank of Vietnam, Vietnam Social Security, Hanoi, Da Nang, Hung Yen, Ba Ria-Vung Tau...
Overcoming limitations in determining job positions associated with minimum grades
Assessing the advantages in building job positions, the Ministry of Home Affairs said that the construction of the list of job positions, job descriptions and competency frameworks for job positions of cadres, civil servants, public employees and commune-level cadres and civil servants from 2019 to present is under the unified direction of the Standing Secretariat and guidance of the Central Organization Committee, ensuring compliance with the provisions of the Law on Cadres and Civil Servants, the Law on Public Employees, Government decrees and guidance of ministries managing sectors and fields.
Job positions are built with a high level of generalization according to the functions and tasks of each sector and field from the central to local levels, taking into account the complexity, nature, characteristics, scale of operations, scope of service objects, professional and technical management processes of the work according to the functions and tasks corresponding to each civil servant rank and professional title of public employees.
Job positions are designed in conjunction with output requirements according to each function and task corresponding to each civil servant rank and professional title of public employees, which will contribute to achieving the three goals of building job positions in the political system.
That is to innovate the classification, evaluation, recruitment, management and use of cadres, civil servants and public employees; implement salary policy reform according to Resolution No. 27-NQ/TW of the 7th Central Conference, 12th tenure; restructure and improve the quality of cadres, civil servants and public employees according to job positions.
“Determining job positions according to unified instructions of the sector and field management ministry ensures consistency and connectivity in the system of administrative agencies and public service units, overcoming all existing problems and limitations in determining job positions associated with minimum ranks as previously prescribed,” said the Ministry of Home Affairs.
According to the Ministry's explanation, determining job positions associated with minimum ranks has many limitations such as not reflecting the nature and complexity of tasks according to job positions; not having conditions to restructure and improve the quality of staff, civil servants and public employees according to job positions; not creating motivation for staff, civil servants and public employees in performing tasks according to job positions.
Other limitations pointed out are that there is not enough basis to design salary tables according to job positions; not ensuring the unified application and connection of job positions between agencies, organizations and units with similarities in the nature of activities and complexity of tasks; not ensuring consistency between agencies and organizations with similarities in legal status, type of organization, functions and tasks.
The Ministry of Home Affairs said that central and local ministries and branches have developed and approved job positions for administrative agencies, organizations, and public service units, and have recruited, managed, and employed civil servants and public employees according to job positions, so they have the conditions to access and make timely adjustments according to the Government's decentralization, both ensuring continuity and meeting the requirements of unity, connectivity, and synchronization in the development and management of job positions in the political system.
Although the ministries managing the sectors and fields have issued circulars guiding job positions, according to the Ministry of Home Affairs, this is a new and difficult task. In the process of organizing and implementing, there are still many difficulties and problems that need to be further studied, adjusted, revised and supplemented promptly.
Some ministries and sectors are slow to issue guiding circulars, leading to difficulties for ministries, sectors and localities when implementing the task of building job positions.
