Expanding the pilot of electronic health records and criminal records via VNeID

The Prime Minister requested to remove difficulties, unify awareness, and act together to deploy and expand the pilot of electronic health books and issuance of criminal records via VNeID nationwide, contributing to digital transformation.

The conference was held directly at the Government Headquarters, online with ministries, branches, provinces, centrally run cities, and localities at district and commune levels.

Also attending were Deputy Prime Minister Le Thanh Long; Ministers, Heads of ministerial-level agencies; leaders of ministries, branches, and central agencies; leaders of provinces and centrally-run cities; members of working groups implementing Project 06.

Prime Minister Pham Minh Chinh gives direction speech

In his opening speech, Prime Minister Pham Minh Chinh said that the Conference marked an important step in the process of national digital transformation, deploying essential services for people.

Emphasizing that the ultimate goal in building a digital government, digital society, digital citizens, and developing a digital economy is to serve the people, the Prime Minister said that the Resolution of the 13th National Party Congress and Resolution 52 of the Politburo on a number of guidelines and policies to proactively participate in the Fourth Industrial Revolution all require accelerating the digital transformation process, building a digital government, digital society, digital citizens, and developing a digital economy.

Up to now, digital transformation has reached every alley, every house, every object, bringing convenience to people; by raising awareness of digital transformation; reviewing, amending, supplementing and perfecting mechanisms and policies for digital transformation; building national databases and specialized databases, connecting, sharing and exploiting data; paying attention to investing in developing digital infrastructure, digital platforms, promoting online public services and digital applications.

In particular, the Government directed the implementation of Project 06 and the construction of the National Population Database, actively implementing it, bringing efficiency to the people. In particular, assigning 2 localities, Hanoi and Thua Thien - Hue, to pilot 2 utilities on Electronic Health Book and issuance of Judicial Records via VNeID according to the Government's resolutions. These are 2 closely related services, directly related to the people.

The Prime Minister stated that the conference was organized with the spirit of only discussing work, not retreating, resolving difficulties, overcoming challenges, unifying awareness, and acting together to pilot the expansion of the above two utilities nationwide, contributing to the building of a digital government, digital society, digital citizens, and socio-economic development, including the goal that by 2030 the digital economy will contribute 30% to the economy.

According to the Ministry of Public Security, implementing the Electronic Health Book, up to now, more than 32 million electronic health book data have been created for people, of which more than 14.6 million citizens have integrated the Electronic Health Book on VNeID with 98.6% of health insurance examination and treatment facilities, synchronized through health insurance to integrate into VNeID, guiding medical examination and treatment facilities to connect data to ensure quality and efficiency.

Regarding referral papers and re-examination appointments, more than 911 thousand data on referral papers and 2.6 million data on re-examination appointments have been created. The Ministry of Public Security has coordinated with Vietnam Social Security and the Ministry of Health to integrate them on VNeID to be ready to be announced nationwide for people to use.

The Ministry of Public Security has accompanied businesses and HDBank to deploy the free Medical Kiosk System with a minimum of 1001 Medical Kiosks. Up to now, 44/63 provinces and cities have registered to deploy with 217 Medical Kiosks. In particular, the Hanoi People's Committee has created health books for 7.5 million people (with 21 information fields), 2.5 million electronic health books for people with 48 information fields.

The Ministry of Health has issued Decision 1332/QD-BYT on the issuance of Electronic Health Books for integration on the VNeID application and Decision No. 2733/QD-BYT dated September 17, 2024 guiding the pilot implementation of Electronic Health Books integrated on the VNeID application. On that basis, the Ministry of Health trained medical examination and treatment facilities to receive and use them when presenting directly on VNeID; at the same time, medical examination and treatment facilities implemented the connection of 16 medical examination and treatment information fields according to the instructions of the Vietnam Social Security to automatically fill in the forms, saving time and effort for doctors.

The above results help save about 1,150 billion VND/year in medical records for 230 million people; create convenience for people to proactively monitor their health records and provide their medical records to medical staff anywhere, anytime.

When data is connected between hospitals (test data, diagnosis...), it will save time and costs (reduce patient reception time, no need to re-enter existing data on the system) as well as help serve accurate and effective diagnosis in medical examination and treatment, avoiding waste. State management agencies can analyze people's health data to compile statistics, synthesize, forecast, and develop state management policies.

Regarding the implementation of issuing criminal records, after more than 4 months of pilot implementation in Hanoi and Thua Thien - Hue, initial remarkable results have been achieved, bringing convenience and receiving enthusiastic support from the people.

Specifically, Hanoi received more than 45,000 applications, Thua Thien - Hue received more than 5,000 applications for criminal records on VNeID, accounting for more than 70% of the total number of applications requesting criminal records of the two provinces, it is estimated that each application saves about 10,000 VND in gasoline, travel and waiting time; 150,000 VND in average wages for half a day of work for people, with the need to issue criminal records in Hanoi.

With the annual need for issuing Criminal Record Certificates of about 2.6 million requests nationwide, when people register, it helps save about 400 billion VND each year for people and society.

Up to now, in terms of infrastructure, local ministries and branches have proactively reviewed data to deploy the issuance of Criminal Record Certificates on VNeID according to Directive 23/CT-TTg dated July 9, 2023 of the Prime Minister.
