With the VNeID application, people in Hai Duong can perform a series of services, from checking in for domestic flights, logging into the National Public Service Portal to presenting some types of documents instead of hard copies.
From now on, from VNeID, people can stamp their license plate when registering a vehicle for the first time. A "super app" has been and is clearly taking shape.

Nearly a month ago, Ms. Le Thi Thuy in Ngo Quyen Commune (Thanh Mien) and her husband flew to Ho Chi Minh City to visit relatives. "I know that VNeID can now be used to check in for domestic flights, but my friends who have used it said that there are still some inconveniences. Therefore, my husband and I usually use our citizen ID cards to check in for domestic flights. However, that day I forgot my wallet containing my husband and I's citizen ID cards. VNeID saved us from a clear loss at that time," Ms. Thuy shared.
Mr. Luu Minh Khanh's job in Thanh Binh Ward (Hai Duong City) is mainly related to the field of civil construction, so he often has to carry out administrative procedures on the National Public Service Portal. Previously, to log in to the National Public Service Portal, there were many methods such as accounts registered through the Public Service Portal, post office accounts, and VNeID accounts.
"In my opinion, the regulation of only using VNeID accounts to log in on the Public Service Portal creates consistency when using this electronic identification account. They are all methods to log in and perform administrative procedures online, but they are all unified. VNeID will help people not have to remember too many types of accounts. Because not only performing administrative procedures on the Public Service Portal, this application also provides many other utilities," Mr. Khanh shared.
As Mr. Khanh said, in addition to the above utilities, with VNeID, people can perform many other services and administrative procedures such as presenting a driver's license, registering a vehicle... This is a regulation from Circular 28/2024/TT-BCA dated June 29, 2024 of the Ministry of Public Security. Accordingly, from July 1, 2024, documents related to means of transport including driver's licenses, legal knowledge training certificates, vehicle registration certificates, inspection certificates, technical safety and environmental protection inspection stamps, compulsory insurance certificates and many other related documents integrated in the electronic ID card, electronic identification account on the VNeID application have the same value as direct documents.
In case of traffic violations, if the documents related to the person and vehicle have been integrated into the electronic identification card, electronic identification account on VNeID, when temporarily holding the documents, the traffic police force will temporarily hold the documents in the electronic environment.
In addition, the temporary detention or revocation of the right to use such documents will be updated on the administrative violation handling database system. Therefore, in case the driver has had his documents temporarily detained on VNeID, the use of normal documents will be ineffective.
Digital applications for digital citizens
VNeID (Vietnam Electronic Identification, simply understood as Vietnam electronic identification) is an application installed on smart mobile devices with the aim of replacing traditional documents, providing utilities for digital citizens, digital government, and digital society. This is an application developed by the National Population Data Center (Ministry of Public Security) based on the database platform of identification, population, and electronic authentication.
The application was launched in September 2021 with 2 main features at that time: medical declaration and domestic travel. After nearly 3 years of "launch" with many updates, the latest version 2.1.7 of the "super application" VNeID has integrated many new features.
In particular, according to Circular 28, from August 1, through this application, people can choose to register their vehicles on the VNeID application, the public service portal or directly at the police agency. Accordingly, the Ministry of Public Security stipulates that people can register their vehicles on the National Public Service Portal, the Ministry of Public Security's Public Service Portal, or on the VNeID application in the case of first-time vehicle registration using the full online public service for domestically manufactured and assembled vehicles.
People then need to log in to the VNeID application, accurately, completely and honestly declare the content specified in the vehicle registration form and upload a photo of the vehicle from the front of the vehicle at a 45-degree angle, ensuring the vehicle model is clearly visible. Then, press the license plate number on this application.
Transactions between citizens and state administrative agencies usually consist of two parts: identifying the identity of the transacting citizen and the business process of processing, resolving documents, and returning results. For a long time, people who want to transact had to present their identification documents to the receiving place. Now, VNeID has helped with the first part by accurately identifying the identity of the transacting citizen. At the same time, business processes that are connected or integrated into the application will help the processing be faster and more convenient.
With the integration of many utilities and the interconnection of many public services, the application is considered to create convenience, but some procedures still require people to go to administrative agencies to submit some "hard" documents to complete. In addition, using a VNeID account to perform public services as well as many utilities on mobile phones is a trend, but how to ensure security is a matter worth discussing.
Many cases of impersonators posing as police officers asking people to update and adjust their level 2 electronic identification (VNeID) accounts and then stealing money from the accounts have occurred recently. What makes people "gullible for a moment" is that the impersonators can read out the people's personal information. Then they ask people to go to the ward police station to update their citizen identification information, then use the trick of updating it for them. The question that many people have raised is, with such a scam to update VNeID, where did the information come from?
I think there is still a lot of work to do to improve it day by day, but one thing that is hard to deny is that the VNeID application has gradually become a "super application" with many practical utilities for both people and state agencies.
By the end of May 2024, the Ministry of Public Security had collected nearly 76 million electronic identification records and activated 54.34 million electronic identification accounts. In Hai Duong, 1.5 million electronic identification records had been collected and nearly 1.3 million electronic identification accounts had been activated.
Electronic identification accounts (VNeID) are classified into 2 levels. Level 1 electronic identification accounts of Vietnamese citizens include the following information: personal identification number; last name, middle name and first name; date of birth; gender; portrait photo. Level 2 electronic identification accounts of Vietnamese citizens have additional information about fingerprints.
When an electronic identity subject uses a level 2 electronic identity account in electronic activities and transactions, it is equivalent to presenting documents and papers to prove that the information has been integrated into the electronic identity account.
According to current regulations of the Ministry of Public Security, each phone number can only be used to activate a single electronic identification account. A phone number can only be registered for one individual according to the citizen identification number to authenticate the OTP code. Therefore, the registered phone number cannot be used for another account. In addition, a citizen's electronic identification account can only be logged in on a single device at a time, so citizens cannot use the electronic identification account on multiple devices at the same time.
