Support people to make criminal records online

To encourage people to choose the form of applying for criminal records online, the Department of Justice has increased the application of information technology, reformed administrative procedures, and provided specific instructions to people in need.

Currently, many citizens have not yet chosen the form of online criminal record issuance. The provincial Department of Justice has implemented many measures to encourage people to actively register to use this service.

Low rate

According to statistics from the Department of Justice, from the beginning of 2022 to February 15, 2023, the unit received 32,610 applications for direct issuance of criminal record certificates (LLTP) (an increase of 92% over the same period in 2021) and 1,402 applications for online issuance of LLTP certificates. The total number of issued certificates was 33,638, reaching a rate of 98.9%. Thus, the number of citizens choosing to register for online issuance of LLTP certificates compared to the total number of applications received by the Department of Justice accounted for only more than 4.1%.

Since the beginning of February, on average, each day, the Department of Reception and Result Delivery of the Department of Justice at the Provincial Public Administration Service Center has received more than 230 citizens coming to handle procedures, of which the most are procedures for applying for temporary residence cards (accounting for more than 99%). After people fill in the information directly on the application form for temporary residence cards, the Department of Justice staff guides citizens to register for an account on the National Public Service Portal and propagates the form of online temporary residence registration, but most people do not choose it due to many difficulties.

Arriving very early at the Department of Justice's Reception and Results Department, Mr. Pham Hai Ha (in Vinh Lap commune, Thanh Ha) wanted to apply for a temporary residence permit quickly and conveniently so that he could go to Taiwan to work under a contract. When asked why he did not apply for a temporary residence permit online, Mr. Ha said: "I did not know that it was possible to apply for a temporary residence permit online without having to come here. But even if I knew, I could not do it because my IT skills are limited, so I am afraid that when filling in the information on the form, there will be errors or software errors that will affect the time to process the procedure."

Mr. Nguyen Van Hung (in Thai Tan commune, Nam Sach) has deposited money with the company, preparing to complete the procedures to study in Australia. Mr. Hung also chose to go directly to the Provincial Public Administration Service Center to apply for a temporary residence card to receive detailed and specific instructions from the Department of Justice staff. After filling out the application form to request a temporary residence card, Mr. Hung was guided to register an account and the steps to apply for a temporary residence card online.

According to regulations, the application for a temporary residence permit must include attached documents such as: Application form, identity card (citizen identification card), passport must be scanned in full on all sides and pages. It is known that most citizens come to apply for a temporary residence permit to work abroad, the ability to apply information technology is still very limited and not everyone has enough means to exploit online public services, so most people still choose the traditional way.

Remove obstacles

To promote the online registration for temporary residence cards, the Department of Justice has increased the application of information technology and reformed administrative procedures. The unit organizes propaganda and direct guidance at the Provincial Public Administration Service Center. If anyone does not understand, the staff will print out the steps for registering an account and submitting the application for temporary residence cards online for the people. The Department also increases propaganda through mass media, the Electronic Information Portal and the Provincial Legal Education and Dissemination Information Page to facilitate people in applying for temporary residence cards online.

Every year, the province assigns the Department of Justice a target of 55% of online temporary residence card registration applications compared to the total number of applications in online public services. With the above difficulties, ensuring the prescribed rate is very difficult. Mr. Le Van Ngoan, Deputy Director of the Department of Justice, said that if citizens choose to register for temporary residence cards online, they will be guided by the responsible officer to monitor the status of their application on the software, so people can rest assured, while also reducing the huge pressure on the Reception and Results Department.

“The Department has also requested the Department of Information and Communications to pay attention to and increase support for information technology, helping the software to operate most effectively. The Department of Justice has increased the number of staff on duty to guide people in registering for online LLTP card accounts; actively coordinate with relevant units to increase propaganda through leaflets and social networks so that more and more citizens know about this service,” Mr. Ngoan added.
