The Department of Education and Training - Hai Duong Finance has guidelines on the collection, management and use of revenues in public educational institutions in the province.
Accordingly, in addition to the revenues implemented according to Resolution 17/2024/NQ-HDND dated October 18 of the People's Council of Hai Duong province, the revenues stipulated in other documents are implemented as follows:
The fee for teaching 2 sessions/day in primary school, introducing English to preschoolers and students in grades 1 and 2, educational institutions shall comply with the provisions of Circular No. 50/2020/TT-BGDDT dated December 31, 2020 of the Ministry of Education and Training; Circular No. 32/2018/TT-BGDDT dated December 26, 2018 of the Ministry of Education and Training and related documents. Accordingly, schools develop plans, submit them to competent authorities for approval, and organize them to familiarize children with English in accordance with actual conditions; and implement them according to the 2018 general education program.
Regarding the fee for extra teaching and learning (including foreign language lessons taught by foreign teachers, life skills lessons for high school students) and the fee for activities of gifted clubs, educational institutions shall comply with the provisions of Circular No. 17/2012/TT-BGDDT dated May 16, 2012 of the Ministry of Education and Training; Circular No. 04/2014/TT-BGDDT dated February 28, 2014 of the Ministry of Education and Training stipulating that learners participate voluntarily... The fee for extra teaching and learning is based on the agreement between the student's parents and the school or the agreement with the organization or individual organizing extra teaching and learning... Comply with the provisions of the Law on Management and Use of Public Assets, Decree No. 151/2017/ND-CP dated December 26, 2017 of the Government; Decree 114/2024/ND-CP dated September 15, 2024 of the Government and other guiding documents (if any).
Funding for education is implemented according to the provisions of Circular No. 16/2018/TT-BGDDT dated August 3, 2018 of the Ministry of Education and Training, ensuring the principles of voluntariness, publicity, transparency, no coercion, no regulations on average funding levels, no regulations on minimum funding levels...
The fee for student vehicle parking is implemented according to Decision No. 04/2018/QD-UBND dated March 27, 2018 of Hai Duong Provincial People's Committee on regulating vehicle parking service prices in Hai Duong province, including bicycles, electric bicycles 10,000 VND/month; motorbikes, electric motorbikes 20,000 VND/month.
The collection of drinking water fees for students is implemented according to the provisions of Joint Circular No. 13/2016/TTLT - BYT - BGDĐT dated May 12, 2016 of the Ministry of Health - Ministry of Education and Training on school health work. Accordingly, schools provide enough drinking water for students, at least 0.5 liters in the summer, 0.3 liters in the winter for 1 student in 1 class; the expenditure is from the annual health, education and training career budget according to the current budget allocation of the units, the source of student health insurance according to current regulations, funding and support from organizations, individuals and other legal sources of income... Educational institutions base on the actual demand for average drinking water per student, the water price of suppliers on the market to determine the collection level.
Other revenues such as student cards are based on actual conditions, decided by the head of the educational institution, ensuring compliance with reality. Regarding equipment, toys and learning materials for preschool educational institutions, units base on the consumption level of equipment, toys and learning materials to determine the purchasing needs as a basis for building estimates, the collection level ensures the principle of inheriting existing equipment that can still be used to avoid waste.
The inter-department noted that, with these revenues, educational institutions must properly and fully implement the following steps: agree on the policy on the revenue plan, expected expenditure content, and revenue level; develop a plan, publicly post it to collect comments; obtain consensus from all parents; depending on each revenue according to regulations, units send reports or prepare submissions with related documents to request the superior management agency to monitor, inspect, supervise or appraise and approve in writing...
In addition, educational institutions are responsible for guiding and coordinating the implementation, but are not allowed to directly collect the following fees from students:
The cost of student uniforms is implemented according to Circular No. 26/2009/TT-BGDDT dated September 30, 2009 of the Ministry of Education and Training regulating the wearing of uniforms and graduation gowns of students. Accordingly, the cost of sewing, buying, renting, and borrowing uniforms and gowns is taken from the regular expenditure budget of the school, contributions from students or other legal sources of income and must be publicly disclosed... Parents or the Parent Representative Board organizes the sewing or purchasing of uniforms according to prescribed standards.
The operating budget of the Parents' Association is implemented according to Circular No. 55/2011/TT - BGDĐT dated November 22, 2011 of the Ministry of Education and Training on promulgating the Charter of the Parents' Association. The operating budget of the class Parents' Association is obtained from the voluntary support of parents and other legal funding sources; the operating budget of the school Parents' Association is taken from the operating budget of the class Parents' Associations according to the recommendations of the plenary meeting of the heads of the class Parents' Associations at the beginning of the school year and other legal funding sources.
For Red Cross activities, educational institutions shall comply with the provisions of Circular 07/2014/TT-BGDDT dated March 14, 2014 of the Ministry of Education and Training regulating Red Cross activities in schools. The Youth Union and Young Pioneer Fund shall comply with financial regulations according to the Charter of the Youth Union and Young Pioneer organizations.
For student health insurance, insurance companies contact and directly communicate with parents about buying and selling insurance on a voluntary basis. In case the insurance company asks the school to collect on their behalf, there must be a written authorization stating the responsibilities of the parties.
Money for textbooks, reference books, learning materials, school supplies and learning tools for individual students, based on actual needs, parents will purchase and equip themselves.
Collections are made according to the principles of ensuring publicity, transparency, proper purpose, savings, efficiency; suitable to actual local conditions and parents' income; not collected in bulk or combined at the same time; collection amounts and collection levels must be agreed upon in writing with parents in the spirit of voluntariness and democracy...
This guide is for educational institutions to base on to implement Resolution 17/2024/NQ-HDND dated October 18, 2024, replacing Resolution 08/2022/NQ-HDND dated December 8, 2022.
