Hai Duong Provincial People's Council removes some fees at public schools from regulations

In Resolution No. 17/2024/NQ-HDND dated October 18 of the People's Council of Hai Duong province stipulating tuition fees and the list of revenues, revenue levels, revenue and expenditure management mechanisms for services supporting educational activities at public preschools and general education institutions in Hai Duong province, some revenues are no longer collected compared to previous regulations (Resolution 08/2022/NQ-HDND of the People's Council of the province).

Specifically, Resolution No. 17/2024/NQ-HDND no longer collects fees for the final exam of high school students' quality and continuing education of high school programs organized by the Department of Education and Training.

No more fees for teaching 2 sessions/day in primary school and English familiarization for preschoolers; extra teaching, extra learning in secondary schools, high schools, Nguyen Trai specialized high school, extra foreign language learning, life skills learning; supplies, toys and learning materials (for preschool); student cards; art club activities, sports; drinking water.

The abolition of these revenues is due to the fact that they are no longer consistent with relevant legal documents, policies and Decision No. 43/2018/QD-TTg dated November 1, 2018 of the Prime Minister promulgating the Vietnamese product industry system regulating education and training services. Because these are revenues from education and training services, not revenues from education support services.

According to Hai Duong Newspaper reporters, from the beginning of the 2024-2025 school year until now, many schools are still organizing 2 sessions/day; extra teaching and learning in school; club activities; serving drinks; making student cards...

Due to waiting for specific instructions, many schools have not yet collected these fees. We hope to soon have instructions to implement the collection in accordance with regulations.

Regarding the above revenues, the Department of Education and Training of Hai Duong is urgently coordinating with relevant units to carefully study the legal basis, promptly advise on the plan, and submit it to the Provincial People's Committee for approval to guide schools in implementing it at their units. The Department of Education and Training expects to have instructions by mid-November 2024.
