Hai Duong Provincial People's Council has decided to eliminate some fees at public educational institutions in the report of the Provincial People's Committee.
On the afternoon of October 18, at the 26th Session, the People's Council of Hai Duong province passed a resolution regulating tuition fees and the list of revenues, collection levels, and revenue and expenditure management mechanisms for services at public preschool and general education institutions in Hai Duong province.
The Provincial People's Council agreed that the tuition fee from the 2023-2024 school year for educational institutions that have not covered their regular expenses will be the same as the tuition fee for the 2021-2022 school year.
Regarding the list and collection levels of service fees supporting educational activities, the Provincial People's Council's Culture and Social Affairs Committee has reviewed and proposed not to regulate a number of collection fees with specific levels according to the submission of the Provincial People's Committee.
The Provincial People's Council's Committee on Culture and Society believes that the examination to assess the quality of final year high school students and continuing education programs for high school students is organized by the Department of Education and Training; the examination to assess the quality of final year middle school students is organized by the Department of Education and Training; and school supplies for exams and student assessment at general education institutions are the tasks of state agencies, the education and training sector, and educational institutions.
Therefore, the Provincial People's Council's Committee on Culture and Society requests the Provincial People's Committee to consider if this task is necessary, report and submit to the competent authority to arrange regular expenditure budget for public educational institutions that have not yet ensured regular expenditure to implement, and not include these 3 items in the revenue list.
The Provincial People's Council's Culture and Social Affairs Committee also proposed not to collect graduation certificate fees from secondary school students from 2026 (this fee is deducted from the student's tuition fee to be transferred to the Department of Education and Training to buy blanks and complete graduation certificates. The Provincial People's Committee's proposal proposed that this fee will be collected from 2026.
According to the Department of Culture and Society, the above revenue has been structured from tuition revenue. From the 2025-2026 school year, secondary school students will be exempted from tuition fees (implemented from September 1, 2025). It is proposed that the budget allocate money for secondary school graduation certificates when implementing tuition exemption, and not include this amount in the revenue list.
The Standing Committee and delegates of the Hai Duong Provincial People's Council agreed with the proposal of the Culture - Social Committee and voted to pass the resolution, which eliminated some fees.
