Many tutoring businesses in Hai Duong have been preparing the required conditions to be ready to operate.
After Circular 29/2024/TT-BGDĐT of the Ministry of Education and Training regulating extra teaching and learning took effect from February 14, many organizations and individuals have been completing procedures to start extra teaching businesses.
According to Hai Duong Newspaper reporters, in Hai Duong City, as soon as Circular 29 took effect, some tutoring businesses invited teachers from public schools to recruit and organize tutoring.
One evening at the end of February, the tutoring facility belonging to the Enno Education exam preparation - capacity assessment and knowledge development system (Lam Son Group Company Limited) at 872 Le Thanh Nghi Street (Hai Duong City) was crowded with students coming to take extra classes. Students not only from Hai Duong City but also from Gia Loc, Nam Sach, Binh Giang, Cam Giang districts... also came to study. Teachers were mainly from some secondary and high schools in Hai Duong City.
This center has full legal documents according to Circular 29 such as: business registration certificate; facilities, classrooms are guaranteed; there is a commitment to ensure fire prevention and fighting, regulations, fire extinguishers, fire alarms; posted list, teacher records, curriculum, list of students in each class, tuition fees...
Mr. Nguyen Van Hoan, representative of Enno education, said that after Circular 29 took effect, the unit sent the required documents to the Department of Education and Training, the Department of Education and Training of Hai Duong City. Enno education has been providing a comprehensive educational service system, fully meeting the learning needs of students at all levels in the province. Currently, the center's system has about 200 students studying many classes such as: supplementary knowledge, advanced, 10th grade entrance exam preparation, high school graduation, capacity assessment... with qualified, reputable teachers, advanced and modern teaching programs.
“To manage students well, Enno has a system of taking attendance for each class. The teaching assistants are attentive and dedicated. Any absent student will be notified immediately to their parents. Every month, each student has their academic results and they are sent directly to their parents,” said Mr. Hoan.
Similarly, on March 2, at the first facility of the Phoenix Education Development Center under the Phoenix Vietnam Education Development Joint Stock Company at 59 Nguyen Dinh Be, Tan Binh Ward (Hai Duong City), many parents and students also came to learn and register for extra classes. The center's first facility has 6 spacious classrooms with modern equipment. Each classroom can accommodate about 20 - 30 students.
The center has also fully implemented the regulations and posted the list according to Circular 29 such as: posting the subjects that are organized for extra teaching and learning; the duration of extra teaching of each subject by grade level; the form and time of organizing extra teaching and learning; the list of extra teachers, the amount of extra tuition fees... The teachers come from secondary schools such as: Le Quy Don, Binh Minh, Vo Thi Sau; Nguyen Trai High School for the Gifted.
A representative of the Phoenix Education Development Center said that in addition to this facility, the center's second facility on Vu Cong Dan Street is also ready to operate in the near future. The center's goal is to provide quality educational services in compliance with legal regulations. Students in difficult circumstances, from poor and near-poor households, will also receive tuition exemption or reduction support. In the long term, the center will have an additional home pick-up service to meet the needs of many parents.
“Many parents are also worried about student management. We will have a team to take attendance of students coming and going from school, promptly notify the parents of each class on the zalo group. Coordinate with schools with teachers teaching at the center to control not to let teachers teach their regular students,” said a representative of this center.
According to Hai Duong Newspaper reporters, after Circular 29 took effect, many teachers who were teaching extra classes outside of school temporarily stopped, listened to or researched tutoring centers to coordinate teaching. Many people completed procedures to register for private tutoring businesses; registered to establish tutoring businesses.
Hundreds of individuals have been granted business registration certificates by the district-level Finance and Planning Department related to private tutoring. As of March 3, Hai Duong City alone had over 200 individuals granted certificates. At the district level, there were also 10-70 individuals/localities granted certificates.
According to an incomplete survey by reporters, Hai Duong City has the most tutoring centers, from 10 to 15 centers. Other localities have from 1 to 3 centers/location. The tuition fee for each center is also different, depending on the quality of each group, class and agreement with parents. The centers in Hai Duong City charge from 60,000 to 150,000 VND/session. Some parents said that this fee has increased by about 20,000 VND or more/session compared to the previous fee that teachers charged. Some centers at the district level charge from 35,000 to 45,000 VND/session.
Some tutoring centers in Hai Duong city, Ninh Giang, Tu Ky, Gia Loc districts have recruited students and organized tutoring, but have temporarily stopped for about 10 days. Many tutoring centers have completed legal procedures, prepared facilities, human resources, etc. to start operating, but have not organized tutoring yet.
Representatives of some newly registered tutoring centers in Hai Duong City and Ninh Giang District said that teachers teaching at the centers are mainly from public schools. After organizing a few extra classes, about 10 days ago, many teachers announced that they would temporarily stop cooperating to wait for instructions from their superiors. Therefore, some centers also had to temporarily stop.
It is known that the Department of Education and Training of Hai Duong has coordinated to advise and submit a draft regulation on extra teaching and learning, which is being considered by the Provincial People's Committee for promulgation as soon as possible.
Circular 29 clearly states that the People's Committee at the commune level shall supervise and inspect the compliance with the provisions of law on working hours, overtime, security, order, safety, environmental sanitation, fire prevention and fighting of organizations and individuals providing extra teaching and learning outside of school in the area. The People's Committee at the commune level shall be responsible for coordinating with the Department of Education and Training and relevant agencies to manage the implementation of regulations on extra teaching and learning in the area.
The role of local authorities is very important. The Chairman of the People's Committee of the ward or commune will be responsible if violations of extra teaching and learning occur in the area. Therefore, the workload of the commune-level authorities will be greater, and more staff must be assigned to monitor, detect, inspect, and supervise extra teaching and learning activities. In addition, staff must also spend time propagating, making records, and handling administrative violations against organizations and individuals who violate the law.
During the implementation process, certain difficulties will certainly arise. Therefore, the active participation of commune-level authorities is needed. At the same time, the management level needs to promptly issue specific regulations and instructions for synchronous implementation throughout the province.

One of the outstanding provisions of Circular 29 is that teachers are not allowed to organize extra classes for money outside of school with the students they are teaching. However, it will be very difficult to manage and regularly check whether teachers are doing it correctly or not. For example, 2 teachers rent extra classes at the same center, when there is an inspection team, the teachers can switch with each other. Another example is that teachers still teach their students at home by not registering their business name and not collecting money, but in reality, parents will still send money to pay the teachers.
Because extra classes are a necessary need of parents, when teachers have agreed with parents and students, determining whether teachers teach their students or not depends largely on information from the parents and students themselves. And so, teachers themselves are teaching their students to lie.
Therefore, it is very necessary for teachers to uphold the moral spirit and personality of teachers. For teachers, honesty is a valuable virtue because it is very important in teaching letters and people.

Circular 29 clearly states that teachers who are teaching at schools and participating in extra-curricular teaching must report to the principal or director, or head of the school about the subjects, location, form, and time of extra-curricular teaching.
Thus, teachers receiving salaries from the salary fund of public service units who want to participate in extra teaching outside of school must report to the principal or director or head of the school.
To manage teachers more closely, the principal needs to take drastic action. In addition, there should be specific and detailed regulations on how much time public school teachers are allowed to teach in a given day or week to avoid teachers spending too much time teaching outside of school, affecting the quality of formal education in the school.
