Hai Duong Provincial People's Committee proposes to replace regulations on school fees

At the August meeting (8th time) on the morning of August 26, the People's Committee of Hai Duong province agreed to propose that the tuition fee for the 2024-2025 school year remain unchanged and will supplement, abolish, and increase the collection of some service fees supporting educational activities compared to previous regulations.

On the morning of August 26, the People's Committee of Hai Duong province held the August meeting (8th time) to consider many contents, including a report on the issuance of a Resolution regulating tuition fees and the list of revenues, collection levels, revenue and expenditure management mechanisms for services supporting educational activities at kindergartens, general schools and other public educational institutions implementing the general education program in Hai Duong province to replace Resolution No. 08/2022/NQ-HDND dated December 8, 2022 of the People's Council of Hai Duong province.

Comrade Luu Van Ban, Acting Chairman of Hai Duong Provincial People's Committee, agreed with the submission of the Department of Education and Training, and assigned the department to coordinate with the Provincial People's Committee Office, relevant departments and branches to complete documents and submissions to competent authorities.

Director of Hai Duong Department of Education and Training Luong Van Viet reported the necessity of issuing the Resolution at the meeting.

Draft proposal to add, abolish some fees and increase the collection level of some fees.

Specifically, it is expected to abolish fees such as teaching 2 sessions/day in primary school and getting familiar with English for preschoolers; extra teaching and learning in secondary schools, high schools, Nguyen Trai Specialized High School, learning foreign languages, learning life skills; supplies, toys and learning materials (for preschools); student cards; activities of art and sports clubs; drinking water.

The abolition of these fees is due to the fact that they are no longer consistent with relevant legal documents, policies and Decision No. 43/2018/QD-TTg dated November 1, 2018 of the Prime Minister promulgating the Vietnamese product industry system regulating education and training services. These are fees for education and training services, not fees for education support services. Specific instructions will be provided for these fees later.

Supplementing revenues such as quality assessment exams for junior high school students; school supplies for exams, student assessment tests (exam papers, scratch papers, photocopies of exam questions...) at general education institutions; breakfast expenses for preschool children including food, surcharges, management, cooking, and service fees (if any).

Some increased fees include: high school final year quality assessment exams, continuing education for high school programs; care and nurturing of children in public preschools on holidays, summer days, after office hours (babysitting on Saturdays, babysitting in summer, early pick-up, late drop-off); boarding care and services; cleaning of schools, classrooms, toilets, etc.

Regarding tuition fees, keep them stable at the tuition fee level of the 2021-2022 school year issued by the Provincial People's Council in Resolution No. 07/2021/NQ-HDND dated October 29, 2021.

Specifically, the collection rate in urban areas for nurseries is 165,000 VND/month, kindergartens 135,000 VND/month; junior high schools 105,000 VND/month; high schools and continuing education institutions implementing general education programs are both 135,000 VND/month; and career guidance is 35,000 VND/month.

The fee in rural areas and the remaining areas is 125,000 VND/month for nursery schools, 105,000 VND/month for kindergartens; 85,000 VND/month for junior high schools; 105,000 VND/month for high schools and continuing education institutions implementing general education programs; and 30,000 VND/month for career guidance.

The fee in mountainous areas, nurseries, kindergartens, junior high schools, high schools, and continuing education facilities implementing general education programs is 60,000 VND/month; career guidance is 25,000 VND/month.

5-year-old preschool children are exempted from tuition fees from the 2024-2025 school year according to the provisions of Clause 6, Article 15 of Decree No. 81/2021/ND-CP of the Government promulgating regulations on the mechanism for collecting and managing tuition fees for educational institutions in the national education system and policies on tuition exemption and reduction, support for learning costs; service prices in the field of education and training.

Primary school students in public schools do not have to pay tuition fees according to the provisions of Clause 1, Article 14 of Decree 81/2021/ND-CP. Secondary school students are exempted from tuition fees from the 2025-2026 school year according to the provisions of Clause 9, Article 15 of Decree 81/2021/ND-CP.

The August meeting of the Hai Duong Provincial People's Committee (8th time) also considered and discussed the proposal to issue a decision stipulating the conditions, criteria, scale, and ratio for separating public land areas into independent projects in the province; the issuance of business registration certificates, the operation situation and management of individual business households in the province. The plan to conduct land inventory and map the current land use status in 2024 in the province; the plan and progress of site clearance for residential and urban area projects. The proposal to issue the unit price for compensation for some types of crops and livestock, including aquatic and other livestock; the unit price for digging and filling ponds when the State reclaims land in the province; the proposal to issue a decision stipulating the unit price for compensation for actual damage to houses, housing, and construction works in Hai Duong province. Submission to promulgate detailed regulations for the implementation of a number of articles of the Housing Law No. 27/2023/QH15 in the province. Planning work, current status and proposed investment in upgrading cultural and sports facilities at the commune and village levels, residential areas in the province; soliciting opinions on the purchase, maintenance, and repair of assets, equipment, and artifacts of a number of public service units under the Department of Culture, Sports and Tourism. Submission to promulgate the set of indicators for assessing digital transformation in Hai Duong province; promulgate regulations on ensuring network information security in information technology application activities of state agencies in Hai Duong province; Submission to approve the adjustment of plans and additional funding for information technology application in the activities of state agencies, developing digital government and ensuring network information security in the province in 2024; Proposal for permission to study and prepare a report proposing investment policy for the Project "Investment in equipment for digital transformation and Project 06 in Hai Duong province for the period 2024-2025, with a vision to 2030". Construction of working headquarters for the Military Command at the commune level in the province. Current situation, shortcomings, inadequacies, solutions on land management, use, environment, investment in production and business of rice noodle production establishments in Tu Minh ward (Hai Duong); on the issuance of land use right certificates, construction permits for commercial and service land lots on Truong Chinh street in the new urban area in the west (Hai Duong city). Assessment of the current status, facilities and equipment of the Hai Duong Provincial Drug Rehabilitation Center, proposal for upgrading and constructing new works as prescribed.
