Early implementation of resolutions
On the morning of November 14, in his closing speech at the 27th session of the Provincial People's Council, comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Hai Duong province, emphasized that the 10 resolutions passed are an important legal basis for the Provincial People's Committee and all levels and sectors to proactively implement, including some contents that need to be deployed immediately.
The Provincial People's Committee directed the implementation of disbursement to meet the requirements of the Resolution on allocating the 5-year local budget public investment plan for 2021-2025 and adjusting and allocating the 2024 plan (provincial budget source).
Regarding the regulations on areas where livestock farming is not allowed and support when relocating livestock farms, through the supervision of the Hai Duong Provincial People's Council, it shows that there are still many polluted livestock farming areas, especially in rural areas. However, the inspection and handling by local authorities still face difficulties.
The Chairman of the Provincial People's Council requested the Provincial People's Committee to continue reviewing, advising, and specifying regulations for convenient and effective handling.
Regarding the policy of removing the area limit for supporting greenhouse construction, comrade Le Van Hieu requested the Provincial People's Committee to direct and implement it soon to meet the people's need for post-disaster production recovery.
Listening to public opinion when making policies
Chairman of the Provincial People's Council Le Van Hieu said that on November 6, the Standing Committee of the Provincial People's Council coordinated with the Provincial People's Committee and the Provincial Fatherland Front Committee to organize a joint conference to agree on the time and content of the regular meeting at the end of 2024, and is expected to issue many specific policies of the province.
Emphasizing that the impact of the policies is very large, comrade Le Van Hieu said that the Standing Committee, committees, and delegates of the Provincial People's Council are very concerned about building policies, organizing workshops to listen to opinions, and building policies.
He requested that leaders, members of the Provincial People's Committee and relevant agencies actively coordinate closely and unify their awareness in building and promulgating policies to meet the aspirations of voters, people and the development requirements of society.
Taking the example of building a policy to support the implementation of social housing projects for low-income people in the province, comrade Le Van Hieu said that the price of social housing in remote areas must be lower than that of social housing in urban areas to create conditions for people in need. At the same time, it is necessary to pay attention to creating conditions for capital sources and the lowest possible interest rate policy to support people.
On behalf of the Standing Committee of the Hai Duong Provincial People's Council, Comrade Le Van Hieu respectfully thanked the close and timely leadership and direction of the Provincial Party Committee and the Provincial Party Secretary; thanked the delegates, voters and all the people for participating and contributing many enthusiastic and responsible opinions before and during the session; acknowledged the efforts of the People's Council, People's Committee, Provincial Fatherland Front Committee and related departments and branches.
At the 27th Session, Hai Duong Provincial People's Council passed 10 resolutions on:
1. Amending the contents of the appendices issued with Resolution No. 06/2021/NQ-HDND dated October 29, 2021 of the Provincial People's Council promulgating regulations on a number of regimes and expenditure levels for the activities of the People's Councils at all levels of Hai Duong province, term 2021-2026
2. Decision on policy to change forest use to other purposes
3. Adjusting the investment policy of the Investment Project to build an interchange connecting National Highway 17B with National Highway 5, Hanoi-Hai Phong railway, Hai Duong province
4. Allocation of the 5-year local budget public investment plan 2021-2025 and adjustment and allocation of the 2024 plan (provincial budget source)
5. Promulgating the List of public career services using the state budget in the field of science and technology in Hai Duong province.
6. Approve the tasks and budget estimates for the purchase of assets and equipment (Led screen system and auditorium sound system) of the Office of the Hai Duong Provincial People's Committee.
7. Approve the content and tasks of expenditure on maintenance, repair and urgent handling of dike incidents for the dike system managed by the locality in Hai Duong province.
8. Regulations on areas within the inner city of cities, towns, townships, and residential areas where livestock farming is not allowed and support policies when relocating livestock farms out of areas where livestock farming is not allowed in Hai Duong province.
9. Amending Resolution No. 14/2023/NQ-HDND dated November 6, 2023 of the People's Council of Hai Duong province
10. Adjust the budget estimates assigned to provincial budget units in 2024 and provide additional capital trust for the Provincial Social Policy Bank Branch.
