National Assembly discussion at the Parliament

Today, November 3, the National Assembly will spend the whole day discussing the Land Law (amended).

At the beginning of the morning session, Member of the National Assembly Standing Committee, Chairman of the National Assembly's Economic Committee Vu Hong Thanh presented a report explaining, accepting and revising the draft Land Law (amended).

After the explanatory report, the National Assembly deputies will discuss in the hall a number of contents of the draft Law that have different opinions. The submitting agency and the agency in charge of the examination will coordinate to explain and clarify a number of issues raised by the National Assembly deputies.

After 10 years of implementing the 2013 Land Law, land management and use have achieved positive results, contributing significantly to socio-economic development and ensuring national defense and security. However, in addition to the achieved results, the implementation of the 2013 Land Law has revealed a number of shortcomings and limitations.

Land resources have not been fully and sustainably exploited; land use is still wasteful and ineffective; complaints, denunciations, and violations of land laws are still complicated; land degradation, pollution, and landslides are increasingly serious...

Therefore, amending the Land Law is necessary to overcome existing limitations and promote land resources to meet the requirements of national development in the new period.

The draft Land Law (amended) has been carefully and seriously prepared, with many innovations in line with the viewpoints and orientations for innovation in land law and policy according to Resolution No. 18-NQ/TW of the 13th Central Executive Committee on "Continuing to innovate and perfect institutions and policies, improving the effectiveness and efficiency of land management and use, creating momentum to turn our country into a developed country with high income".
