In the plan to rearrange commune-level administrative units that has just been issued, the People's Committee of Hai Duong province has stated specific principles when implementing the rearrangement.

The arrangement and reorganization of commune-level administrative units must closely follow the regulations of the Central Government, placed in the general context of merging provincial-level administrative units and the arrangement and reorganization of commune-level administrative units in the localities planned for merger; at the same time, taking into account the characteristics of the province and localities.

The arrangement of administrative units must be based on geographical location, natural conditions, current status of areas affected by infrastructure such as: highways, national highways, large river systems, large mountain ranges that are difficult to connect with adjacent administrative units and natural and social conditions that can form administrative units with larger or smaller scales (area, population) than prescribed.

For some specific areas (such as the specialized economic zone planning area in Thanh Mien district and Binh Giang district, the dynamic urban area oriented according to the Provincial Planning), the arrangement of commune-level administrative units is not limited to the current administrative boundaries of the district and commune levels.

In these areas, arrange into a number of specific grassroots administrative units with important missions and roles in leading the dynamic region and the growth pole of socio-economic development to expand development space, attract investment resources to meet requirements, and create even development among the regions after arrangement.

In the implementation of the arrangement and reorganization of commune-level administrative units, it is necessary to carefully consider specific factors regarding historical traditions, culture, ethnicity, religion, beliefs, customs and practices, and the connection of historical relic systems; ensuring national defense, security, order, social safety, and local socio-economic development.

The reorganization process ensures compliance with Central regulations, closely follows the principles and standards according to new regulations to establish communes and wards after the reorganization, creating uninterrupted links between administrative units, interconnecting units, and promoting socio-economic development.

When developing a project or arrangement plan, choose the headquarters of a central administrative unit as the headquarters of the new administrative unit after the arrangement.

The name must be short, easy to remember, associated with the name of the district-level administrative unit, retain historical and cultural values ​​for identification and be numbered in order.

In particular, note that the central development area and the urban core area become the driving force to determine the first administrative unit by the name of district, town, city (such as Hai Duong 1 ward, Hai Duong 2 ward, Nam Sach 1 commune, Nam Sach 2 commune...).

The People's Committee of Hai Duong province requested to focus on and do a good job of propaganda and mobilization of people to create consensus, support and high unity on the policy of arranging commune-level administrative units; organize to collect voters' opinions in the area to ensure publicity, transparency and compliance with the provisions of law.

The arrangement of commune-level administrative units is associated with the settlement of regimes and policies for district-level cadres, civil servants, public employees, and laborers; commune-level cadres and civil servants, and the implementation of special support regimes and policies for administrative units after the arrangement.
