The National Assembly will hear a report on the implementation of the National Target Program on new rural construction, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas.
Today, October 30, is the first working day of the second week of the 6th Session. The National Assembly spent the whole day discussing in the hall about 3 national target programs. The discussion content was broadcast live on television and radio.
In the morning, Member of the National Assembly Standing Committee, Chairman of the National Assembly's Ethnic Council, Deputy Head of the National Assembly's Supervisory Delegation Y Thanh Ha Nie Kdam presented the Report of the National Assembly's Supervisory Delegation on the implementation of the National Assembly's Resolutions on the National Target Programs on new rural construction for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, and socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period.
Delegates will watch video clips on the implementation of the National Assembly's Resolutions on the above-mentioned National Target Programs and discuss in the hall about the implementation of the National Assembly's Resolutions on the National Target Programs.
Relevant Government members will explain and clarify a number of issues raised by National Assembly deputies.
It is known that the Government members participating in the explanation include Deputy Prime Minister Tran Luu Quang; Ministers of Agriculture and Rural Development, Labor, War Invalids and Social Affairs; Finance; Natural Resources and Environment; Industry and Trade; Home Affairs; Health; Education and Training; Culture, Sports and Tourism; Minister, Head of the Government Office; Minister, Head of the Ethnic Committee; Governor of the State Bank of Vietnam.
This is the first time the National Assembly has conducted mid-term supervision of the three National Target Programs for the 2021-2025 period.
In general, the Supervisory Delegation believes that the implementation of the Programs in this phase has initially achieved some positive results, closely following the Resolutions of the National Assembly; economic and social infrastructure in rural and mountainous areas has been improved. Disbursement results have improved in 2023, especially investment capital.
According to the report of the Ministry of Finance, it is estimated that by August 31, 2023, the disbursement results of long-term development investment capital of National Target Programs will reach about 58.47% of the long-term capital plan (calculating the total planned capital for 2022 disbursed in 2022 and in the first 8 months of 2023, it will reach 79.82% of the 2022 plan; the disbursement results of public investment capital in 2023 are estimated to reach 41.9% of the plan by August 31, 2023.
The monitoring delegation also noted many limitations and shortcomings in the management and implementation of the programs.
