On the morning of March 9, the Standing Committee of Hai Duong Provincial People's Council held a conference to collect comments on the draft Land Law (amended).

Permanent Vice Chairwoman of the Provincial People's Council Nguyen Thi Ngoc Bich delivered the opening speech at the conference.

Comrades: Nguyen Thi Ngoc Bich, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Khac Toan, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council chaired the conference. Many delegates of the People's Councils at 3 levels in the province attended the conference.


Delegate Hoang Van Bao, former Head of the Economic - Budget Committee of the Provincial People's Council, spoke at the conference.

Commenting on the draft Land Law (amended) at the conference, delegate Nguyen Huu Nam, Standing Deputy Secretary of the District Party Committee, Chairman of the People's Council of Binh Giang district, highly agreed on the form and layout of the presentation, which was basically reasonable, scientific, and quite comprehensive. The delegate proposed to add point b, clause 1, article 84 of the Compensation, Support, and Resettlement Council established by the District People's Committee to include additional members who are representatives of socio-political organizations related to the majority of land users whose land is recovered, representatives of the Department of Labor, War Invalids and Social Affairs, and related agencies such as Agriculture and Rural Development, etc.


Many delegates of People's Councils at 3 levels of Hai Duong province attended the conference.

Delegate Nguyen Anh Tuan, Head of the Legal Committee of the Thanh Ha District People's Council, said that the issue of land recovery is stipulated in Chapter VI of the draft Land Law (amended), but the content is only in the direction of listing, without specific criteria, and does not reflect the spirit of Resolution 18-NQ/TW. Therefore, it is necessary to specifically define what land recovery is for national defense and security purposes; land recovery for socio-economic development.

After half a day of serious and responsible work, 11 delegates of People's Councils at all levels expressed their opinions on the shortcomings in the draft Land Law (amended) related to regulations on planning, land use plans; land recovery and compensation, support and resettlement policies; land fund development; land allocation, land lease, change of land use purpose; financial mechanisms and policies, land prices; management and use regimes of various types of land...


Vice Chairman of the Provincial People's Council Nguyen Khac Toan emphasized that the draft Land Law (amended) still has many shortcomings in land valuation, land planning... so delegates need to actively study and continue to contribute opinions.

Delegates also proposed and recommended amendments and supplements to the draft law to suit the reality. In addition to the opinions at the meeting, many delegates sent their opinions before March 5 at the request of the Standing Committee of the Provincial People's Council. These opinions and the outline were uploaded to the Hai Duong Meeting application and QR codes were created for all delegates to access and study.
