As of March 1, Hai Duong province had 841 civil servants working at the People's Councils and People's Committees of 12 districts, towns and cities and 542 cadres and civil servants working in Party agencies, Vietnam Fatherland Front Committees, and district-level socio-political organizations.

Hai Duong province has 1,383 district-level officials and civil servants. The number of district-level civil servants has not changed much so far.

On average, each district-level unit has 115 cadres and civil servants present. However, the number of cadres and civil servants in districts, towns and cities varies due to conditions of scale, area and population.

Currently, the Department of Home Affairs is continuing to review the quantity and quality of cadres and civil servants at provincial departments and branches.

Previously, implementing the request of the Ministry of Home Affairs, the People's Committee of Hai Duong province directed and assigned the Department of Home Affairs to preside over and coordinate with the People's Committees of districts, towns and cities to review and synthesize the quantity and quality of civil servants in communes, wards and towns.

According to the review results, the total number of commune-level cadres and civil servants in Hai Duong province as of December 31, 2024 is 4,203 people, including 2,192 cadres and 2,011 civil servants.

Thus, the whole Hai Duong province has about 5,500 cadres and civil servants at the district and commune levels.

In addition to reviewing quantity and age, the Department of Home Affairs has proactively reviewed professional qualifications, political theory, recruitment sources, transfers, rotations, etc.

The review is to synthesize and comprehensively and substantially evaluate the current situation of the quantity and quality of cadres and civil servants in the province to serve the resolution, arrangement and assignment of cadres, civil servants and public employees when the district-level activities end, and the arrangement of commune-level administrative units.
