Hai Duong considers adjusting detailed planning of Concentrated Administrative Area

The detailed planning of the Centralized Administrative Area was approved in 2015, with local adjustments approved in 2020 and 2021. In the planning area, Hai Duong province has built the Dong Xu Cultural Center and a square. The southeast area, previously planned for a hotel and service area, has now been adjusted to mixed-use land. The remaining area has not been invested in and is left fallow, causing loss of urban beauty.

In 2023, the Provincial Party Committee Standing Committee agreed to abolish the above planning. However, some projects have been invested in and built, so the abolition will affect the legal basis of the built projects. In addition, the plan to arrange and arrange the headquarters of agencies and units has changed, so the approved organization of space, traffic, architecture, and construction scale also need to be changed accordingly.

Based on the above, the Department of Construction proposed to adjust the detailed planning of the Concentrated Administrative Area. The project name was changed to the Provincial Concentrated Political and Administrative Area for the purpose of using the project to supplement the working place of the Provincial Party Committee, the Provincial Party Committee's agencies and socio-political organizations. The research area is 16.3 hectares, bordering Truong Do Street to the north, Ton Duc Thang Street to the south, Thanh Nien Street to the east, and traffic roads and existing residential areas to the west.

The Provincial People's Committee agreed with the proposal of the Department of Construction on the contents of the detailed planning adjustment of the Concentrated Administrative Area. The Standing Vice Chairman of the Provincial People's Committee, Luu Van Ban, assigned the agency organizing the planning adjustment, the Provincial Construction Project Management Board, to carry out the steps of making the adjustment according to regulations. At the same time, he requested relevant agencies and units to urgently advise on the contents and tasks of investment in the construction of the Provincial Concentrated Administrative Area.

The June meeting of the Provincial People's Committee (6th time) also considered the proposal to add a section of about 6.8 km belonging to the project to upgrade and expand National Highway 37 (Chi Linh) with the central ministries and branches; detailed regulations on criteria for awarding the titles of "Cultural Family", "Typical Commune, Ward, Town" in the province; Proposal to issue a Resolution to change a number of contents on collection levels, collection, payment, management and use of a number of fees and charges prescribed in Resolution No. 17/2016/NQ-HDND dated October 5, 2016, Resolution No. 06/2023/NQ-HDND dated July 13, 2023 of the Provincial People's Council; plan to select contractors for procurement estimates under the approval authority of the Chairman of the Provincial People's Committee. The meeting also discussed the suspension of the Project on Construction of Infrastructure for Concentrated Aquaculture Areas in Cam Giang, Kinh Mon, Tu Ky, Gia Loc districts; the granting of mineral exploration licenses in the Trai Tuong Mountain area (Chi Linh); adjusting the auction plan for land use rights and assets on land at land plot No. 167 Bach Dang (Hai Duong City); and resolving problems related to the land plot that Ebara Pump Company once rented in Hai Duong City.
