First prize winning design of the architectural competition for the Hai Duong Province Centralized Administrative Area

The Provincial Construction Investment Project Management Board has just announced the results of the architectural design competition for the Hai Duong Provincial Concentrated Administrative Area.

Accordingly, Vietnam Architectural Design and Consulting Joint Stock Company won first prize in the architectural design competition for the Hai Duong Province Concentrated Administrative Area, achieving 91.25 points. This competition did not have second and third prizes.

The contest results have been approved by the Chairman of the Provincial People's Committee.

The plan with the whole area's structure in the style of square inside - round outside (inside is the land, outside is the sky) follows the terrain. The whole cluster is arranged in 4 blocks, each block has its own function. In the middle is a landscape garden of over 15,000 m2 with a "Lotus" shaped fountain as a landscape highlight, creating the premise for utilities, suitable for specialized activities of the function. The buildings are organized in blocks in the shape of the letter "Dien" facing the main directions of the square and Thanh Nien street...

The winning architectural plan meets the requirements of planning, architecture, culture, socio-economic efficiency, national defense, security, fire prevention and fighting and environmental protection; demonstrates the meaning and nature of the construction work, and the design solution is highly feasible.

The winning architectural plan also specifies the zoning plan approved by the Provincial People's Committee, serving as the basis for establishing or adjusting the 1/500 scale detailed plan and investment projects for construction works.

The provincial administrative area is located in Tran Phu ward (Hai Duong city), bordering Truong Do street to the north, Ton Duc Thang street to the south, planned traffic road to the west (later the Provincial Radio and Television Station, Provincial Library), planned traffic road to the east (later the Square, Dong Xu Cultural Center).

The land for the construction of the Central Administrative Area has a total area of ​​about 16 hectares located in the Zoning Plan for the southern area of ​​Hai Duong City. According to the plan, this area includes 4 plots of land, of which the land plot for the agency headquarters has an area of ​​8.795 hectares, which is the proposed land plot for the construction of the Party block (with a scale of more than 200 people); the People's Council, People's Committee, and National Assembly Delegation of the province (with a scale of more than 120 people); the block of 17 departments, branches, and the Public Administration Service Center (with a scale of more than 830 people) and the block of 5 associations and organizations (with a scale of more than 100 people). The land plot for the construction of the Xu Dong Cultural Center has an area of ​​1.737 hectares. The land plot for the construction of the Xu Dong Cultural Center Square has an area of ​​1.73 hectares. The land plot for the planning of public and cultural works is 2.393 hectares.

Previously, the Provincial Construction Investment Project Management Board organized a competition for architectural designs for the Hai Duong Provincial Concentrated Administrative Area, with registration and submission deadlines from March 8 to April 26, 2024. During the competition, the organizing unit received a total of 7 applications, of which 5 were valid.
