The Central Government has reviewed and given direction for the Hai Duong Province Central Administrative Zone. The province plans to move 24 government offices in Hai Duong City here and is considering a plan to arrange and handle the old offices after the move.
The Hai Duong Provincial Administrative Center is planned in the north and south of Ton Duc Thang Street (Hai Duong City) with a total area of nearly 19 hectares, including 2 sub-areas. The functional sub-area in the north of Ton Duc Thang Street has office buildings of state agencies and units, a conference center, internal roads, trees, squares, parking lots, etc. The sub-area in the south of Ton Duc Thang Street built a hotel and service area, which has now been adjusted to a mixed-use hotel and apartment area.
In 2018, the Provincial People's Committee invested in the construction of the Eastern Cultural Center (including the square) in the Central Administrative Area with an area of nearly 2 hectares, with an investment capital of nearly 650 billion VND from the provincial budget. The project was completed and put into use in October 2020.
The province continues to develop investment plans for office buildings, internal roads, parking lots, and outdoor technical infrastructure with a total estimated investment of nearly VND 1,200 billion from the provincial budget, medium-term investment capital for the 2021-2025 and 2026-2030 periods. The capital solution is expected to allocate VND 200 billion in public investment capital for the 2021-2025 period and revenue from the sale of office buildings of state agencies and units that will be relocated to the Provincial Concentrated Administrative Area.
The project is divided into 2 investment phases. Phase 1 from 2024-2028 will invest in the construction of headquarters of agencies, departments, branches, internal roads, and external technical infrastructure.
Phase 2, after completing the relocation of the departments, agencies, and branches and organizing the auction of the old headquarters of the units, will invest in the remaining items: the working block of the Provincial Party Standing Committee, the Provincial Party Committee Office, and the Party Committees under the Provincial Party Committee; the working block of the Provincial People's Council, Provincial People's Committee, and Provincial National Assembly Delegation; and the block of associations and unions.
In July 2023, Deputy Prime Minister Tran Hong Ha directed the Ministry of Construction to guide the People's Committee of Hai Duong province to inspect and review the current status of offices of state administrative agencies of the province according to the planning and investment needs for the construction of concentrated administrative areas according to Directive No. 12/CT-TTg dated April 3, 2017 of the Prime Minister on strengthening the management of investment in the construction of concentrated administrative areas in provinces and centrally run cities, and report to the People's Council of Hai Duong province to decide on investment policies according to the provisions of the Law on Public Investment.
On September 14, 2023, the Ministry of Construction sent a document to the People's Committee of Hai Duong province regarding the investment in the construction of the province's Concentrated Administrative Area. Accordingly, the Prime Minister approved the general planning of Hai Duong city until 2040, orienting the formation of a new administrative center of the province in the south of the Sat River. This area had previously been approved by the Provincial People's Committee for detailed planning to build a concentrated administrative area. The Ministry of Construction requested the province to comply with current legal regulations when implementing the project. On October 9, 2023, the People's Committee of Hai Duong province considered the plan to arrange the headquarters of state agencies after moving to the Concentrated Administrative Area.
