Looking forward to working in the Central Administrative Area

Then, together with many colleagues, cadres and civil servants from many departments, branches and sectors of Hai Duong province, we will be working together at the Provincial Centralized Administrative Area in Hai Duong City. Since October 9, after the regular meeting in October (3rd time), the information that the Hai Duong Provincial People's Committee has basically agreed with the proposal of the Department of Finance on the relocation of 24 agencies and units in Hai Duong City to the Provincial Centralized Administrative Area makes us even more excited.

I envisioned this many years ago, when the province planned the land and proposed to the Central Government to build a centralized administrative area. I often think about the day when we can work in the same connected, smart, convenient area; people and businesses only have to go to one location to do business, in a professional environment... That is not only my wish, a civil servant who has worked for more than ten years in an agency that, despite being repaired many times, is still degraded with cramped office space, limited conditions for preserving documents and records, lacking public living space, relaxing corners...

We have visited and learned about the operations of some concentrated administrative areas in other provinces and cities, understood many advantages, and grasped the limitations of centralized work. But I believe more in the advantages, because before Hai Duong, some advanced provinces and cities have gone ahead to build and operate the concentrated administrative areas, giving us many opportunities to learn and gain experience. Hai Duong has also been cautious, adjusting the planning to suit the development reality, and has completed the project of the Dong Xu Cultural Center in the concentrated administrative area with an area of ​​nearly 2 hectares. Put into use since October 2020, the Dong Xu Cultural Center has gradually become a bustling, bright, green, clean, beautiful, and tidy "meeting place" for residents of Hai Duong city and people, tourists every time the province and Hai Duong city organize political, cultural, and sports events...

Regarding the arrangement and handling of headquarters with a land area of ​​93,967.7 m2 of 24 agencies and units expected to move to the Concentrated Administrative Area, the Hai Duong Department of Finance has proposed to transfer 3 headquarters areas to educational land, 9 headquarters to keep the headquarters land to arrange for some agencies of Hai Duong City, 3 headquarters to transfer to public land, parks, trees... 10 headquarters to sell to create investment sources to build the Concentrated Administrative Area of ​​the province. The above proposal has not only been basically agreed by the Provincial People's Committee but also suitable for the majority of us - those who are willing to move to give up for the purpose of social security, education, to get revenue to build the Concentrated Administrative Area...

Looking at the project investment phase in 2 phases, in which phase 1 from 2024-2028 will invest in the construction of headquarters of agencies, technical infrastructure...; phase 2 is to move the offices, departments, and branches, organize auctions of old headquarters of units that will invest in the remaining items... I see that my dream of working in the Provincial Concentrated Administrative Area is closer.

With a total area of ​​nearly 19 hectares, including 2 sub-areas, the Hai Duong Provincial Concentrated Administrative Area is located in the planned area in the north and south of Ton Duc Thang Street (Hai Duong City). The investment plan and expected revenue sources are available; the Ministry of Construction has sent a document to the Hai Duong Provincial People's Committee on the investment in the construction of the Provincial Concentrated Administrative Area. Accordingly, the general planning of Hai Duong City until 2040 approved by the Prime Minister orients the formation of a new administrative center of the province in the south of the Sat River...

The hope of soon working in the province's centralized administrative area is not only a wish for oneself to work in a modern office area, but also the dream of many officials and people of Hai Duong about a new highlight, a new milestone in architecture, and a more modern and intelligent working method.
