The concentrated administrative area of Hai Duong province will be invested in and built to create a modern working environment for officials and civil servants, contributing to improving the effectiveness of state management.
It is expected that from 2024 - 2028, Hai Duong will implement phase 1 of the Provincial Concentrated Administrative Area Project. The Concentrated Administrative Area aims to overcome the fragmented working situation of agencies and units in the province, improve the efficiency of state management, and meet the increasingly better service requirements of the people.
Pediatricdilapidated, cramped headquarters
The headquarters of the People's Council, People's Committee and National Assembly Delegation of Hai Duong province is located in a densely populated area with narrow roads. The land area of the headquarters of all three agencies is about 9,800 m2, many works were built a long time ago such as the 5-storey office building of the Provincial People's Committee built in 2005, the 2-storey hall built in 1968, Nha Rong built in 1920... These works have been renovated and repaired many times and many items are now degraded. Over many periods, the construction works lack uniformity, not ensuring the overall character of the provincial government headquarters.
The headquarters of the Hai Duong Provincial Fatherland Front Committee has 2 blocks of buildings, with a total area of 1,443 m2, built in 1960. The headquarters area is quite cramped.
Next to the headquarters of the Hai Duong Provincial Fatherland Front Committee is the Department of Justice, only 1,065 square meters wide, built 50 years ago and now in disrepair.
The Provincial Inspectorate’s headquarters currently covers only 807 square meters of land, located on Tuy An Street, one of the oldest and most crowded streets in Hai Duong City. Many rooms are cramped, some rooms have to be shared, and fire prevention and fighting conditions are limited. The reception room on the first floor does not ensure space when many citizens come… This agency’s headquarters is currently not suitable for administrative transactions.
According to a survey and assessment by the Hai Duong Department of Construction, most of the administrative offices of the province were built many years ago, with outdated and degraded facilities. Many offices have been in use for 40-50 years; the floors have cracks and fissures; the steel bars are rusty. The basic office buildings are degraded, do not meet fire prevention and fighting standards, and are not suitable for current working conditions.
Since 2015, the Provincial People's Committee has not allowed the construction of new headquarters due to the Prime Minister's Document No. 501/TTg-KTN on investment in the construction of the Hai Duong Provincial Concentrated Administrative Area, which has further degraded and cramped the working headquarters. The administrative agency headquarters are scattered in old, densely populated streets, with an asynchronous technical infrastructure system and inconvenient transportation, causing difficulties in handling work and contacting transactions of organizations and individuals.

Since the end of 2015, Hai Duong Provincial People's Committee has issued Decision No. 818/QD-UBND dated April 6, 2015 on approving the detailed planning for the construction of the Provincial Concentrated Administrative Area. The Provincial Concentrated Administrative Area is planned in the area north and south of Ton Duc Thang Street (Hai Duong City) with a total area of nearly 19 hectares, including 2 sub-areas. The area north of Ton Duc Thang Street includes the following items: People's Council - People's Committee and National Assembly Delegation Building (7 floors); inter-agency building of departments, branches and sectors under the Provincial People's Committee (twin towers 20 and 22 floors high); Conference Center building (now the Eastern Cultural Center); internal roads, trees, squares, parking lots, technical infrastructure outside the house... The area south of Ton Duc Thang Street will build a 12-storey hotel and service area (currently adjusted to a 25-26-storey hotel and mixed-use apartment building). The province is implementing procedures for auctioning land use rights to select investors to implement the project.
In 2018, Hai Duong invested in the construction of the Dong Xu Cultural Center (including a square with an area of about 19,633 m2) and put it into use in October 2020. Mr. Nguyen Minh Duc, Deputy Director in charge of the Provincial Center for Culture and Arts - the unit currently managing and operating the center, said that the spacious facilities and modern equipment system have met the immediate and long-term requirements for serving events, organizing cultural and artistic activities, and meetings at the provincial, national and international levels. From June 1 to now, the Dong Xu Cultural Center has served more than 30 events of the province. This area is also a public space attracting a large number of people to visit and participate in healthy cultural and recreational activities.
The total investment for the Provincial Concentrated Administrative Area project is expected to be nearly 1,200 billion VND from the provincial budget in the medium-term public investment plan for the 2021-2025 period and the 2026-2030 period. The province plans to allocate 200 billion VND of public investment capital for the 2021-2025 period and revenue from the sale of offices of state agencies and units that will move to the Provincial Concentrated Administrative Area.
The project is divided into 2 investment phases. Phase 1 from 2024-2028 will invest in the construction of headquarters of agencies, departments, branches, internal roads, and external technical infrastructure. Phase 2, after completing the relocation of agencies, departments, branches, and organizing the auction of the old headquarters of the units, will invest in the remaining items, which are the office buildings of the Standing Committee of the Provincial Party Committee, the Office of the Provincial Party Committee, and Party Committees under the Provincial Party Committee; the office buildings of the Provincial People's Council, Provincial People's Committee, and Provincial National Assembly Delegation; and the block of associations and organizations.
Comrade Nguyen Duc Tuan, member of the Standing Committee of the Provincial Party Committee, Chairman of the Fatherland Front Committee of Hai Duong province, said that the construction of the provincial centralized administrative area is a correct policy, overcoming the current shortcomings and limitations of many agencies and units. The invested and constructed administrative area will contribute significantly to creating the appearance of Hai Duong city in particular and Hai Duong province in general. Creating a modern working environment for officials and civil servants, improving the efficiency of state management, meeting the requirements of serving the people, serving the cause of industrialization, modernization and international integration. The investment in the construction of the centralized administrative area will reduce investment in building scattered headquarters; costs of hiring security guards and janitors; creating synchronization and unity in infrastructure investment at agencies and units.
On September 14, 2023, the Ministry of Construction sent a document to the People's Committee of Hai Duong province regarding the investment in the construction of the province's centralized administrative area. Accordingly, the general planning of Hai Duong city until 2040 was approved by the Prime Minister with the orientation of forming a new administrative center of the province in the south of the Sat River. This area had been previously approved by the Provincial People's Committee for detailed planning to build a centralized administrative area. The Ministry of Construction requested that the province comply with current legal regulations when implementing the project.
On October 9, 2023, Hai Duong Provincial People's Committee considered the plan to arrange the headquarters of state agencies after moving to the Concentrated Administrative Area.
