Hai Duong is the first locality where the Working Group of the Editorial Team of the Economic - Social Subcommittee worked to serve the drafting of documents and reports to be submitted to the 14th National Party Congress.
On the morning of June 25, the working group of the Editorial Team of the Socio-Economic Subcommittee worked with the People's Committee of Hai Duong province to prepare documents and reports for the 14th National Congress of the Party. The working group was led by Comrade Cao Viet Sinh, senior expert, former Permanent Deputy Minister of the Ministry of Planning and Investment, Permanent member of the Editorial Team of the Socio-Economic Subcommittee.
Comrade Luu Van Ban, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of Hai Duong Provincial People's Committee, and leaders of provincial departments, branches and sectors worked with the delegation.
At the meeting, leaders and delegates evaluated, exchanged and discussed the results of implementing the goals, tasks and solutions for socio-economic development in the 5 years of 2021-2025 and the directions and tasks for socio-economic development in the 5 years of 2026-2030 of Hai Duong province.
Speaking to clarify and answer the opinions of the members of the working delegation, Mr. Luu Van Ban, Standing Vice Chairman of the Provincial People's Committee, said that Hai Duong continues to be steadfast and strive to achieve the average growth target of over 10% in this term. In recent years and in the coming time, Hai Duong continues to focus on developing transport infrastructure connecting industrial parks and clusters and improving the quality of human resources to selectively attract high-tech projects and supporting industries; at the same time, pay attention to developing high-tech agriculture, green growth, digital transformation, developing tourism economy, ensuring the environment in production and people's lives; attracting investment resources for cultural institutions to serve and improve people's spiritual life...
The Standing Vice Chairman of the Provincial People's Committee, Luu Van Ban, recommended to the Working Group that the Central Government pay attention to creating conditions for the province to soon form a specialized economic zone; allow localities to implement a number of special mechanisms to attract investment and exploit the province's advantages. The Central Government needs to unify direction and allocate resources from the Central Government together with localities to synchronously solve the problem of inter-provincial pollution; have model and pilot models on waste collection and treatment for localities to follow in accordance with the reality of Vietnam. The Central Government also needs to promote decentralization and delegation of power more strongly so that localities can carry out work faster and more conveniently, as well as assign responsibility to localities in performing the work. There needs to be a clearer mechanism to protect and help cadres promote their creative role, dare to think, dare to do; consider regulations on cadre rotation to ensure efficiency in solving work, especially highly specialized and special tasks...
On behalf of the working delegation, Standing member of the Editorial Board of the Socio-Economic Subcommittee Cao Viet Sinh highly appreciated the development results of Hai Duong since the beginning of the term, especially in the context of the province facing many difficulties and major challenges. He suggested that Hai Duong should continue to have solutions to mobilize and allocate resources; accelerate disbursement of public investment capital; increase people's income; shift the economic structure in a positive direction; restore and maintain high growth rates. Hai Duong also needs to pay attention to ensuring social security, ensuring social safety for people in the province and attracting people from other localities to live, study, work, etc.
On the same afternoon, the working group of the Editorial Team of the Socio-Economic Subcommittee went to directly survey a number of projects in the province.
According to the report of the Provincial People's Committee, in recent years, Hai Duong province has closely followed the direction and administration of the Central Executive Committee, the National Assembly and the Government, effectively implementing the 10-year Socio-Economic Development Strategy 2021-2030, the 5-year Socio-Economic Development Plan 2021-2025 of the country; concretizing the goals of the Resolution of the 17th Provincial Party Congress (term 2020-2025) into specific programs, projects and implementation plans on socio-economic development and ensuring national defense and security. Focusing on promoting production and business activities, mobilizing and effectively using investment resources, developing infrastructure and comprehensive development in all socio-economic fields.
The results that Hai Duong has achieved are very clear, the economy has always maintained a high growth rate compared to many provinces and cities in the region and higher than the national average; the economic structure has shifted in a positive direction towards reducing the proportion of agriculture, forestry and fishery, increasing the proportion of industry - construction and services. Since the beginning of the term, the province's GRDP has increased by an average of 8.4%, the size of the economy has increased by 1.4 times, reaching 184,123 billion VND in 2023. The cultural and social fields have made progress in many aspects; local defense and military have been maintained.
