At the meeting, the representative of the Department of Planning and Investment reported the proposal to approve the investment policy of the Project to build a housing area in the central area of ​​Pham Ngu Lao ward (now Le Thanh Nghi ward), Hai Duong city - area 1.

Accordingly, the project implementation location is in Le Thanh Nghi ward; the north borders the resettlement area, kindergarten and existing residential area; the south borders Pham Ngu Lao street; the east borders the existing residential area; the west borders Dien Bien Phu street and the existing residential area.

Total land area for project implementation: 81,151 m2, the land has completed compensation and site clearance.

The project will provide 243 townhouses (completed exterior construction); a mixed-use apartment building consisting of 483 apartments, 40 hotel rooms and additional service, commercial and office space for rent; 320 high-rise social housing units.

Population size is about 3,003 people.

The preliminary total investment of the project is nearly 2,800 billion VND. The form of selecting investors to implement the project is auctioning land use rights.

The project will complete construction on the land within 36 months from the date the investor is handed over the land. The project's operating period is 50 years from the date the Hai Duong Provincial People's Committee issues a decision to allocate the land.

Concluding this content, Chairman of the Provincial People's Committee Le Ngoc Chau basically agreed with the report proposing approval of the project investment of the Department of Planning and Investment. He noted that it is necessary to clearly define the form of land allocation for each specific type of land of the project. He requested the Department of Construction to calculate and re-establish the project implementation schedule for each specific item, on that basis, re-establish the overall project progress table to shorten the time as much as possible. Relevant departments and branches, Hai Duong City People's Committee reviewed the project implementation scale to be consistent with the approved city planning. The project infrastructure must be connected to phase 2 to ensure synchronization and conformity. Hai Duong City People's Committee will study to soon propose to continue investing in phase 2 of the project as soon as possible after approving this phase 1 project.

The Chairman of the Provincial People's Committee assigned Vice Chairman of the Provincial People's Committee Tran Van Quan to direct departments, branches, and Hai Duong City to urge the implementation of the auction plan, starting price, and related issues to be completed in the first quarter, paying attention to posting the auction tasks publicly and transparently in accordance with the provisions of law; selecting capable investors, without favoring any investors.

During the time of selecting investors, the Department of Construction and Hai Duong City People's Committee will immediately calculate the architectural competition.

The Chairman of the Provincial People's Committee emphasized that this is a key project in the province's socio-economic development, and departments and branches need to focus on completing approval procedures and implementing the project.

Comrade Le Ngoc Chau assigned the Department of Planning and Investment, relevant departments and branches, and Hai Duong City People's Committee to absorb opinions at the meeting, complete the report and submit it to the Party Committee to report to the Provincial Party Standing Committee.
