Hai Duong proactively handles redundant public headquarters

Recently, units and localities in Hai Duong have actively arranged and handled surplus houses and land (public headquarters) in the area.

The Ninh Giang District Social Insurance Headquarters has been transferred by the Ministry of Finance to the province, handed over to Ninh Giang District for management and use as the headquarters of the district's "one-stop" department.

Positive results

After the Provincial People's Committee approved the starting price for the auction of land use rights for the Cao Due kindergarten in May 2024, the People's Committee of the former Nhat Tan commune, now Nhat Quang commune (Gia Loc) organized an auction to transfer land use rights to people for housing construction. The entire 290.3 m2The land was successfully auctioned by the locality with the auction amount of nearly 4.9 billion VND. The representative of the leader of Nhat Quang commune said that after the locality put the commune's central kindergarten into operation, the Cao Due village kindergarten was no longer used. After many years of being abandoned and causing waste, in mid-2024, more than 290 m2The land of this school has been converted to another purpose, creating revenue for the local budget.

In 2017, Hong Duc commune (old) now Duc Phuc commune (Ninh Giang) moved its office from the old area in Dong Lac village to the new area.

The entire headquarters is nearly 1,200 m2.2has also been abandoned since then. After many years of searching for a solution to rearrange and handle, in June 2024, the Provincial People's Committee approved the starting price for the auction of land use rights for this building.

According to the leader of Duc Phuc commune, more than 1,200 m2The above land is planned and divided into 5 lots to auction the transfer of land use rights to people to build houses. Currently, 4 lots have been successfully auctioned with the amount of more than 10 billion VND, 1 lot with an area of ​​more than 150 m2come here to continue the auction.

The active review, development of plans to handle and rearrange surplus real estate by the province's specialized agencies and levels has initially brought about positive results, helping the locality have more budget revenue and promote land efficiency.

Recently, the Ministry of Finance decided to transfer the headquarters of the State Treasury of Kim Thanh district (old) to the Provincial People's Committee, and the Provincial People's Committee transferred it to the Kim Thanh District People's Committee. Currently, this headquarters has been handed over to the Kim Thanh District Investment and Construction Project Management Board for management and use.

Mr. Pham Hong Thanh, Director of the Kim Thanh District Construction Investment Project Management Board, said that the unit was established more than 3 years ago. Due to not having a working office, the unit had to rely on some offices of departments and offices under the District People's Committee, which was very cramped and inconvenient.

“Since being assigned to manage and reuse the old headquarters of the District State Treasury, the staff in the agency have been very assured and excited. The arrangement of the surplus headquarters for exploitation and use not only saves investment resources but also promotes the effectiveness of existing facilities,” said Mr. Thanh.

Still difficult

To combat waste, recently, units and localities in the province have reviewed all housing and land facilities managed by central and local agencies in the area. Through the review, the whole province has 5,064 facilities subject to rearrangement, of which 4,284 are managed by the province and 780 are managed by central agencies.

Based on the review, the Department of Finance has chaired and advised the Provincial People's Committee to develop a comprehensive plan to rearrange real estate facilities; handle surplus real estate facilities. The province has also established a steering committee to rearrange and handle state-owned real estate facilities in the province.

The Standing Agency - Department of Finance has taken the lead in coordinating, guiding and urging units to deploy and implement the overall plan to rearrange and handle surplus houses and land. Monthly, summarize the results and progress of the rearrangement of houses and land, and report difficulties and problems to the Provincial People's Committee for timely resolution.

The Provincial People's Committee has organized many meetings and issued a series of documents directing agencies, organizations, and units to implement... The province has coordinated with central agencies, units, ministries, and branches to speed up the review and development of plans to arrange and handle houses and land of organizations and enterprises under central agencies in the area; and develop plans to rearrange and handle.

Up to now, for the housing and land facilities managed by the province, the province has handled 122 facilities. Of these, 39 housing and land facilities have been transferred; 53 facilities and part of 1 facility have been handled; 1 facility has been recovered; assets on land have been sold, and land use of 28 facilities has been transferred.

The Provincial People's Committee has also approved the sale decision for 31 establishments; approved the starting price for 12 houses and land establishments; organized the auction of 2 establishments in Gia Loc and Ninh Giang districts; 10 establishments have not yet organized the sale. The remaining establishments are hiring consultants to determine the price.

Regarding the real estate facilities managed by central agencies, the Ministry of Finance has approved the plan to arrange and handle 156 facilities. After being transferred by the Ministry of Finance, the Provincial People's Committee has decided to transfer 6 real estate facilities (currently, the Provincial People's Committee has approved the starting price to organize the auction of 2 real estate facilities).

Although the results of rearranging and handling surplus housing and land in the province have achieved many positive results, the implementation process of units and localities also encountered many difficulties.

Mr. Nguyen Dong Kim, Deputy Director of the Department of Finance, said that one of the difficulties is due to the problem of land origin. Some real estate and housing facilities are submitting to competent authorities for approval of land use plans, general planning, zoning planning, detailed planning, and housing plans.

Some localities have not really actively coordinated and directed the completion of dossiers and the development of handling plans. On the other hand, the selection of reorganization plans in localities is still confusing and passive. In many cases, land is disputed, used for the wrong purpose, and land records are missing, making it difficult to approve the plan.

In the coming time, the Department of Finance will continue to coordinate and guide units to implement plans to rearrange and handle housing and land facilities; adjust and change plans to rearrange and handle housing and land according to regulations, ensuring compliance with planning and local practical needs.
