According to the project to arrange commune-level administrative units in the 2023-2025 period of Hai Duong city, Pham Ngu Lao and Le Thanh Nghi wards will merge into a new ward, Le Thanh Nghi.
After the merger, the new Le Thanh Nghi ward has an area of 2.1 km2.2, population 26,743 people. The adjacent administrative units are bordered to the east by Nguyen Trai, Tran Phu, Hai Tan wards; to the west by Tan Binh, Thanh Binh wards; to the south by Hai Tan ward; to the north by Binh Han ward. The new ward's office will be located at the office of the Party Committee, People's Council, and People's Committee of the old Le Thanh Nghi ward.
According to regulations, in the 2023-2025 period, Hai Duong City has 5 wards subject to rearrangement: Tran Hung Dao, Quang Trung, Nguyen Trai, Tran Phu, Pham Ngu Lao. However, due to the special factors of the 4 wards Tran Hung Dao, Quang Trung, Nguyen Trai, Tran Phu, they will not be rearranged in this period. Meanwhile, Le Thanh Nghi ward is subject to rearrangement in the 2026-2030 period but will be rearranged in the 2023-2025 period. Over 99% of voters in Le Thanh Nghi ward and over 95% of voters in Pham Ngu Lao ward agree with the plan to rearrange and merge administrative units.
After merging Pham Ngu Lao and Le Thanh Nghi wards, Hai Duong city will have 24 commune-level administrative units with 18 wards and 6 communes.
