After half a day of urgent and responsible work, the 17th Hai Duong Provincial Party Executive Committee Conference on the arrangement and organization of the provincial political system completed the proposed contents and closed.

At the 17th Hai Duong Provincial Party Executive Committee Conference on the arrangement and organization of the provincial political system on the morning of February 7, the Provincial Party Executive Committee reviewed, discussed and unanimously voted to approve 3 projects on the arrangement of the apparatus in the province's political system.

The Provincial Party Executive Committee assigned the Provincial Party Office to advise on the issuance of the conference resolution as a basis for implementation throughout the Provincial Party Committee.

The Provincial Party Committee's Organizing Committee coordinates with the Provincial Party Committee Office to complete documents to submit to competent authorities for promulgation and timely publication according to the set schedule.

The Standing Committee of the Provincial Party Committee urgently completes and promulgates the projects and decisions on the organization and apparatus arrangement approved by the Provincial Party Executive Committee according to its authority for publication according to regulations. Complete all contents related to the streamlining of the political system apparatus of Hai Duong province before March 1, 2025.

The Party Executive Committee of the Provincial People's Committee completes the arrangement of the organizational structure of specialized agencies under the Provincial People's Committee according to the approved project, ensuring compliance with legal documents, regulations and instructions of the Central Government.

The Standing Committee of the Provincial Party Committee directed the supplementation and amendment of the working regulations of the Provincial Party Executive Committee, the Standing Committee and the Standing Committee of the Provincial Party Committee for the 17th term, 2020-2025; directed the promulgation or supplementation of regulations on functions, tasks, organizational structure, working regulations and other relevant documents in accordance with the establishment and arrangement of agencies and units.

Lead and direct the transfer and reception of party organizations and party members; arrange and assign cadres, civil servants, public employees, and workers; arrange working offices, assets, finances, records, documents, and other contents according to regulations.

The Provincial Party Executive Committee requests the Standing Committees of the District Party Committees, Town Party Committees, City Party Committees, and Party Committees directly under the Provincial Party Committee to lead and direct local agencies and units to complete the project to rearrange and streamline the organizational apparatus in accordance with the direction of the Central and Provincial Party Committees. Carefully prepare personnel plans, policies, headquarters, finances, assets, equipment, seals and other guaranteed conditions immediately after the Provincial Party Committee and Provincial People's Committee announce decisions on organizational apparatus to ensure immediate operation, without affecting the normal activities of society, people and businesses.

In his concluding remarks at the conference, the Provincial Party Secretary emphasized that along with streamlining the organizational apparatus, there are many important political tasks that need to be focused on in 2025. These tasks require greater efforts, endeavors, and determination from the entire Provincial Party Committee and the entire provincial political system.

Facing the new opportunities and fortunes of the country, the Provincial Party Secretary requested the members of the Provincial Party Executive Committee to promote a high sense of responsibility before the Party and the people, continue to promote the tradition of solidarity, self-reliance and aspiration to rise up; join hands and overcome all difficulties and challenges, determined to innovate, make breakthroughs to comprehensively complete the 2025 plan and the Resolution of the 17th Provincial Party Congress so that Hai Duong can firmly step with the whole country into an era of strong, prosperous, civilized and happy development.

At the conference, all members of the Provincial Party Executive Committee, term XVII, voted to approve the Project to end the activities of the Party Executive Committees, the Provincial Party Delegation and the Party Committee of the Provincial Agencies; to establish the Party Committees of the Provincial Party Agencies and the Provincial People's Committee Party Committee; the Project to merge the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department; the Project to arrange and organize the apparatus of specialized agencies under the Provincial People's Committee.

According to the contents of the projects, for the Party agencies: End the activities of the Party Committee of the Provincial Agencies Bloc. End the activities of 3 Party Executive Committees, 8 Party delegations directly under the Provincial Party Committee. Establish 2 Party Committees directly under the Provincial Party Committee: the Party Committee of the Provincial Party Agencies and the Party Committee of the Provincial People's Committee. Merge the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department into the Provincial Party Committee's Propaganda and Mass Mobilization Department.

For specialized agencies under the Provincial People's Committee, merge the Department of Planning and Investment, Finance into the Department of Finance; Construction, Transport into the Department of Construction; Agriculture and Rural Development, Natural Resources and Environment into the Department of Agriculture and Environment; Information and Communications, Science and Technology into the Department of Science and Technology; Home Affairs, Labor - Invalids and Social Affairs into the Department of Home Affairs.

Arrange, reorganize, and adjust the functions and tasks of departments and branches in accordance with the conclusions and regulations of the Central Government and the conditions of the province.
