On the morning of February 7, the Standing Committee of Hai Duong Provincial Party Committee held a conference to announce decisions on organizational structure and personnel work.
The Standing Committee of the Provincial Party Committee decided to establish the Provincial People's Committee Party Committee directly under the Provincial Party Committee from March 1, 2025.
Comrade Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee was appointed to hold the position of Secretary of the Provincial People's Committee Party Committee.
Comrade Luu Van Ban, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, holds the position of Permanent Deputy Secretary of the Provincial Party Committee. Comrade Bui Thanh Tung, Director of the Department of Labor, War Invalids and Social Affairs, holds the position of Deputy Secretary (full-time).
The Standing Committee of the Provincial Party Committee appointed the Executive Committee of the Provincial People's Committee for the 2020-2025 term, consisting of 25 comrades; the Standing Committee of the Party Committee, consisting of 8 comrades; the Party Committee's Inspection Committee, consisting of 3 comrades. Comrade Nguyen Ngoc Sam, member of the Provincial Party Committee, Chief Inspector of the province, holds the position of Chairman of the Party Committee's Inspection Committee.

The functions, tasks, and organizational structure of the Provincial People's Committee Party Committee shall comply with Regulation No. 260-QD/TW dated January 24, 2025 of the Secretariat on the functions, tasks, and organizational structure of the Provincial and Municipal People's Committee Party Committee.
The specialized agency advising, assisting and staffing the Provincial Party Committee of the People's Committee shall comply with Project No. 07-DA/TU dated February 7, 2025 of the Provincial Party Committee Standing Committee on ending the activities of the Party Executive Committees, Provincial Party Delegations and the Party Committee of the Provincial Agencies; establishing the Party Committee of the Provincial Party Agencies and the Party Committee of the Provincial People's Committee.
The Party Committee of Hai Duong Provincial People's Committee has its headquarters at the Provincial People's Committee Office, has its own seal and account, and is provided with funding, facilities, and means of operation according to regulations.
The Provincial Party Standing Committee assigned the Provincial Party Organization Committee to coordinate with the Standing Committee of the Provincial Agencies Party Committee to guide the transfer of 35 grassroots party organizations under the Provincial Agencies Party Committee to the Provincial People's Committee Party Committee for management according to regulations.
35 grassroots organizations include the Provincial People's Committee Office Party Committee, 15 Party Committees of departments and the following Party Committees: Provincial Inspectorate, Provincial State Bank, Provincial State Treasury, Provincial Tax Department, Provincial Social Insurance, Hai Hung Regional State Reserve Department, Provincial Statistics Office, Provincial Industrial Parks Management Board, Provincial Construction Investment Project Management Board, Provincial Market Management Department, Provincial Radio and Television Station, Hydrometeorological Station, Provincial Post Office, Hai Duong Clean Water Business Joint Stock Company, Hai Duong Electricity One Member Co., Ltd., Irrigation Works Exploitation One Member Co., Ltd., Hai Duong University and Party cells: Development Investment Fund, Cadre Health Care and Protection Board.
The Provincial Party Standing Committee also decided to transfer 15 grassroots party organizations of district, town and city party committees to the Provincial People's Committee Party Committee, including the Hai Duong Telecommunications Party Committee, Hai Duong Provincial Lottery One Member Co., Ltd., Bac Hung Hai Irrigation Works Exploitation One Member Co., Ltd., the Provincial Clean Water and Rural Sanitation Joint Stock Company; 11 postal Party cells of districts, towns and Chi Linh City.
