The Department of Natural Resources and Environment of Hai Duong province has proposed that the province approve the recovery of nearly 2,500 hectares of land to implement 416 projects and works in 2025.
On the morning of November 28, comrade Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the November meeting of the Provincial People's Committee (6th time).
At the meeting, the Department of Natural Resources and Environment reported a list of projects and works requesting the Provincial People's Committee to consider submitting to the Provincial People's Council for approval of land recovery in accordance with Article 79 of the Land Law and permission to change the purpose of using rice-growing land, protective forest land, and production forest land in accordance with Clause 1, Article 122 of the Land Law for implementation in 2025.
The Department of Natural Resources and Environment proposed that the province approve the recovery of 2,491.51 hectares of land to implement 416 projects and works. Of these, 200.2 hectares of land will be recovered to implement 79 projects for auctioning land use rights; 1,671.17 hectares of land will be recovered to implement 80 projects for bidding to select investors to implement projects using land; and 620.15 hectares of land will be recovered to implement the remaining 257 projects and works.
Proposing permission to change the purpose of use of 1,749.12 hectares of rice land; 7.73 hectares of production forest land to implement 439 projects and works in the province. Of which, change the purpose of use of 141.01 hectares of rice land; 0.5 hectares of production forest land to implement 62 works and projects for auction of land use rights; change the purpose of use of 1,131.07 hectares of rice land to implement 76 works and projects for bidding to select investors to implement projects using land; change the purpose of use of 477.04 hectares of rice land; 7.23 hectares of production forest land to implement the remaining 301 works and projects.
Concluding this content, Chairman of the Provincial People's Committee Le Ngoc Chau requested the Department of Natural Resources and Environment to preside over and coordinate with departments, branches and localities to absorb the opinions of the leaders of the Provincial People's Committee, continue to review the works and projects belonging to the above 3 types of land, especially paying attention to key works and projects, having regional connectivity, promoting socio-economic development, changing the urban appearance and updating the land use plan in 2025. The Provincial People's Committee Office has announced the conclusion of the meeting content for departments, branches and localities to strictly implement according to the direction.
The November meeting of the Provincial People's Committee (6th time) also considered reports proposing to submit to the Provincial People's Council to issue Resolutions: on the plan for public employee payroll in administrative agencies, the number of people working with salaries from the state budget, labor contracts according to Decree No. 111/2022/ND-CP in public service units and mass organizations assigned by the Party and the State to the province in 2025; on the assignment of the number of commune-level cadres, civil servants and non-professional workers at the commune level in the province in 2025; regulations on prices of medical examination and treatment services at state-owned medical examination and treatment facilities under the management authority of Hai Duong province; on the investment policy of the Project to urgently renovate and upgrade pumping stations managed by the district-level People's Committees in Hai Duong province and the Investment Project to build a road along the Luoc River dike from Provincial Road 396B to Khuc Thua Du Temple. At the same time, consider the Project to Adjust the General Planning of Kinh Mon Town to 2040 (2nd adjustment); Project to Adjust the Planning of Thanh Mien District to 2030, with a vision to 2050 (2nd adjustment); draft "Project to establish a Specialized Economic Zone of Hai Duong Province".
