Hai Duong Provincial People's Committee has just decided to revoke 3 decisions on changing land use purposes and allowing land auctions in Cong Lac and Van To communes (Tu Ky).
3 revocation decisions include: 2281/QD-UB dated November 11, 1996; 2007/1998/QD-UB dated August 10, 1998 and 2630/1998/QD-UB dated October 12, 1998 of the Provincial People's Committee on changing land use purposes, allowing land auctions in Cong Lac and Van To communes (Tu Ky). The reason for revocation is that these decisions have not been implemented and are not suitable to reality. The Provincial People's Committee assigned the Department of Natural Resources and Environment, Tu Ky District People's Committee, Cong Lac and Van To communes and relevant agencies and units based on their functions, tasks and current legal regulations to carry out related tasks in accordance with the law.
Previously, regarding this content, in February 2024, Hai Duong newspaper published an article: "Removing obstacles in the issuance of red books in Van To and Cong Lac communes". The article reflected on the fact that many households have bought residential land from the People's Committees of Van To and Cong Lac communes for more than 20 years but have not been granted "red books" due to many obstacles, including the fact that the local government has not properly implemented the province's decision. Through the review of the competent authorities, in 1998, the Provincial People's Committee issued Decision No. 2007/1998/QD-UB dated August 10, 1998 allowing the People's Committee of Tu Ky district to auction 3,040 m2 of land at the intersection of Tat Thuong village to hand over to people to build houses. However, the People's Committee of Tu Ky district did not conduct the auction, allowing the People's Committee of Cong Lac commune to allocate land with land use fees to 27 households (from 1996-2004). In addition, the People's Committee of Cong Lac commune also allocated an additional 5,528 square meters of adjacent land to these households for payment.
For the cases in Van To commune, the Provincial People's Committee issued Decision No. 2281/QD-UB dated November 11, 1996 and Decision No. 2630/1998/QD-UB dated October 12, 1998 allowing the auction of 8,810 m2 of land in Dong Kenh, Dong Lam, and My An villages to hand over to people for housing construction. Tu Ky District People's Committee also did not conduct the auction, leaving Van To Commune People's Committee to hand over land with land use fees to a number of households (from 1996-2004).
