Digital transformation has come to "every alley, every house, every person"

On the morning of August 31, chairing a conference on improving the efficiency of providing and using online public services, Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation, assessed that digital transformation has reached "every alley, every house, every person."

The conference was connected online from the main bridge at the Da Nang City Public Administration Center to the People's Committees of provinces and centrally run cities.

Also attending were Nguyen Hoa Binh, Politburo member, Permanent Deputy Prime Minister; Senior Lieutenant General Luong Tam Quang, Politburo member, Minister of Public Security; Deputy Prime Minister, Minister of Foreign Affairs Bui Thanh Son; ministers, heads of ministerial-level agencies; leaders of provinces and centrally run cities.

At the conference, delegates discussed the situation and results of implementing online public services and key tasks and solutions to improve the effectiveness of online public services in the coming time.

On behalf of the Government, Prime Minister Pham Minh Chinh acknowledged, commended and highly appreciated the efforts, endeavors and achievements of ministries, branches and localities; the drastic and close direction of the Committee, the consensus, support and active participation of the people and business community.

The Prime Minister analyzed the results achieved, and also pointed out the shortcomings, limitations and causes. It stated that the construction and completion of the legal environment, mechanisms and policies were not timely. Administrative procedure reform was still slow, and procedures were still cumbersome. The implementation of the provincial administrative procedure settlement information system and the National Public Service Portal still had many shortcomings. Connection, sharing and synchronization of data were still slow, and there was still a situation of information segregation. Digital human resources and digital infrastructure did not meet requirements and there was no breakthrough. The situation of cyber attacks, especially ransomware, increased sharply, while 33/135 information systems did not meet any criteria on network safety and security according to the instructions of the Ministry of Information and Communications. Information and communication work, creating social consensus to promote online public services and implement Project 06 was not taken seriously at times and in many places. The Prime Minister also pointed out the causes of limitations and weaknesses, including both objective and subjective causes, but subjective causes are the main ones.

Regarding lessons learned, Prime Minister Pham Minh Chinh emphasized the need to promote the role and responsibility of leaders. Leaders must spend time and effort in leading and directing implementation, not saying no, not saying difficult things, not saying yes but not doing them. Promote personal responsibility, strictly implement administrative discipline.

We must take people and businesses as the center, the subject and the goal; take service quality, usage level and satisfaction of people and businesses as the measure to evaluate implementation results. We must always maintain discipline and order; increase publicity and transparency; promote decentralization and delegation of power in conjunction with resource allocation, strengthen inspection and supervision; resolutely prevent corruption, negativity and group interests; promote communication, contribute to creating social consensus and strengthening people's trust.

Regarding the viewpoint and orientation for the coming time, Prime Minister Pham Minh Chinh emphasized that it is necessary to ensure compliance with the Party's guidelines and policies, the laws, mechanisms and policies of the State and Government, for a common goal: minimizing costs and implementation time, creating convenience and best serving for people and businesses. Building and consolidating 3 focuses in digital transformation, which are legalization, digitalization, and automation. Aiming for 4 no's: no paperwork, no cash, no contact if not required by law, leaving no one behind.

The Prime Minister also emphasized 5 steps to promote and strengthen: Strengthening decentralization of power along with resource allocation, improving enforcement capacity, clearly defining the responsibilities of each individual, each level, each sector, and strengthening supervision and inspection. Strengthening publicity, transparency, simplifying administrative procedures associated with data integration, connection, and sharing. Strengthening investment in digital infrastructure. Strengthening dialogue, handling arising problems; promoting discipline, order, and pushing back negativity. Strengthening digital knowledge and skills, developing digital human resources to meet the requirements in the new situation.

To successfully implement the goals and strategies on national digital transformation, develop digital government, and improve the efficiency of online public services, there must be a breakthrough. Ministries, branches, and localities must strongly transform the way they serve the people from "passive" to "proactive" based on data. The Prime Minister requested to focus on building and perfecting institutions, mechanisms, and policies. Cut and simplify business regulations and administrative procedures to the maximum extent; resolutely eliminate the request-grant mechanism; create a public, transparent, and clean environment so that officials do not make mistakes; actively prevent and combat corruption and negativity. Urgently decentralize authority to localities to carry out administrative procedures according to the Resolutions and Conclusions of the Government and the Prime Minister.

Conduct early research to evaluate and expand the provision of online public services for public career services and public utility services to perfect the ecosystem in the electronic environment for people and businesses. Continue to innovate and improve the quality of operations of the Public Administration Service Center and one-stop shops at all levels, becoming digital points, providing public services without administrative boundaries, supporting people and businesses in digital transformation, especially vulnerable groups. Continue to pay attention to and invest in developing the information technology infrastructure system, meeting the requirements for serving the national digital transformation smoothly and effectively...
