From August 1, first-time vehicle registration using full online public service

The Traffic Police Department said that from August 1, Vietnamese citizens with level 2 electronic identification accounts can register their vehicles for the first time using the full online public service for domestically manufactured and assembled vehicles.

7 steps to take

The procedure will consist of 7 steps. In the first step, the vehicle owner prepares the vehicle documents; takes a photo of the vehicle (taken from the front of the vehicle at a 45-degree angle, ensuring the vehicle model is clearly visible). The vehicle owner logs in with a level 2 electronic identification account on the public service portal or on the National Identification Application (VNeID) and accurately, completely, and honestly declares the contents specified in the vehicle registration declaration form, uploads a photo of the vehicle according to the instructions for submission via the public service portal or VNeID.

Step 2, the vehicle owner selects the license plate (if there is already an identification plate or auction plate), or clicks on the license plate on the Public Service Portal or on VNeID.

Step 3, the Public Service Portal, VNeID notifies the public service code and license plate issued to the vehicle owner; instructs on paying the vehicle registration fee via text message or email address or notifies on VNeID so that the vehicle owner can pay the fee via the payment utility integrated on the Public Service Portal, VNeID.

After successfully paying the vehicle registration fee, in step 4, the Public Service Portal, VNeID notifies the vehicle owner of the completion of the fee payment.

Step 5, the vehicle registration officer receives, checks, and corrects the initial vehicle registration data online from the Public Service Portal, VNeID, and transfers it to the vehicle registration and management system. The officer will print the vehicle registration declaration, vehicle registration certificate; submit it to the competent authority for approval, sign the vehicle records, vehicle registration certificate, vehicle registration book and related documents; stamp the vehicle records; sign the vehicle registration certificate to return the vehicle registration results to the Public Service Portal, VNeID according to regulations.

Next, the vehicle owner receives notification of the application result from the Ministry of Public Security's Public Service Portal via text message or email address, or notification on VNeID. The vehicle owner submits the factory quality inspection certificate (with a copy of the engine number and chassis number with the manufacturer's stamp) and receives the vehicle registration certificate and license plate via the public postal service.

In the final step, the vehicle registration officer receives the factory quality inspection certificate to check and compare it with the data on the vehicle registration and management system, signs to confirm the inspection and compare it to the vehicle's engine number and chassis number to save in the vehicle registration file; scans the engine number and chassis number certificate (the engine number and chassis number certificate is attached to the factory quality inspection certificate) and uploads it to the vehicle registration and management system.

Just one set of documents

According to a representative of the Traffic Police Department, people can submit their application online on the Public Service Portal or on VNeID; submit the factory quality inspection certificate when receiving the results via the public postal service.

People only need to prepare 1 set of documents including the vehicle owner's documents (exploited from the database via an electronic identification account), vehicle registration declaration (declaring information online on the Public Service Portal or VNeID) and vehicle documents (using electronic data of the inspection agency, tax agency, and factory quality inspection certificate).

The issuance of initial vehicle identification plates and vehicle registration certificates shall be carried out within no more than 2 working days from the date of receipt of complete and valid documents. The re-issuance of identification plates, auction plates and vehicle registration certificates shall be carried out within no more than 7 working days from the date of receipt of complete and valid documents.

The Traffic Police Department of the provincial Public Security Department shall register automobiles, tractors, trailers, semi-trailers and vehicles with similar structures to automobiles of Vietnamese citizens residing in districts and cities under centrally-run cities; cities, counties and towns under provinces where the Traffic Police Department is headquartered; and automobiles registered with auctioned license plates.

District-level police register all types of automobiles and motorbikes of Vietnamese citizens residing in the locality, except in cases where registration has been delegated to provincial or commune-level vehicle registration agencies.

The commune-level police where vehicle registration is assigned shall register motorbikes and scooters of Vietnamese citizens residing in the area.
