Concluding the meeting of the Steering Committee for Digital Transformation of Hai Duong Province (Steering Committee) on the morning of July 17, Comrade Tran Duc Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Steering Committee emphasized that in the first 6 months of 2024, Hai Duong has achieved many positive results in digital transformation, from institutions, digital awareness, digital economy, information security. However, there are still certain shortcomings and limitations, coming from both objective and subjective causes.
Provincial Party Secretary Tran Duc Thang requested the Steering Committee to propose the Provincial People's Committee to study and submit to competent authorities for consideration and early promulgation of regulations on 100% exemption of fees and charges in the implementation of online public services throughout the process. Regarding information technology infrastructure, Hai Duong has determined the option of renting. This is the direction that the province has determined early on, so Provincial Party Secretary Tran Duc Thang requested the Steering Committee to focus and urgently implement each specific task.
Regarding the Intelligent Operations Center (IOC) and the Cyber Security Operations Center (SOC), Provincial Party Secretary Tran Duc Thang requested specific implementation progress, focusing on removing obstacles and promptly putting them into operation to serve the people.
Secretary of the Provincial Party Committee Tran Duc Thang requested the Provincial Police to be more determined in implementing Project 06 in the province. This is a task closely linked to the province's digital transformation roadmap. Regarding the current situation at the commune level, there are 2 teams: the community digital transformation team and the Project 06 working group, which may overlap and affect the common task. Secretary of the Provincial Party Committee Tran Duc Thang requested clarification in the report and stated in the meeting conclusion, as a basis for the Provincial People's Committee to consider merging. In addition, it is necessary to study policies to support members of these digital transformation teams. He requested the Department of Information and Communications and the Provincial Police to increase training for target groups on digital technology.
At the meeting, members of the Steering Committee discussed and clarified a number of issues on provincial digital transformation such as the implementation of Project 06, including the deployment of full-scale online public services; leasing IT infrastructure; operational capacity of IT infrastructure systems; databases; network information safety and security; IT human resources at units and localities; IT training; specific digital products; solutions to improve the operational efficiency of Community Digital Technology Teams.
In the first 6 months of 2024, Hai Duong's digital transformation roadmap has achieved many specific results. For the first time, the province announced the results of the assessment of the digital transformation index at the department and district levels in the province.
The proportion of digital economy in Hai Duong's GRDP reached 17.5%. The whole province has 150,104 agricultural production households operating on e-commerce platforms, 173,732 agricultural production households have been trained in digital skills, 1,162 products of the province have been put on e-commerce platforms; 41,132 transactions have been generated on e-commerce platforms, ranking 7th nationwide.
100% of government agencies from provincial to communal levels have built internal networks (LAN) and fiber optic internet connections; the ratio of computers/officers and civil servants has reached 100%.
Deploying digital skills training for nearly 3,600 trainees who are officials, civil servants and public employees in the whole province through the online platform of the Ministry of Information and Communications.
The province currently has 390 postal service points, each with an average service radius of 1.2 km, serving an average population of 3,500 people. There are 3,229 mobile base transceiver stations (BTS) at 1,565 locations. 3G and 4G coverage reaches 100% of the province's population. More than 1.7 million mobile phone subscribers use smartphones, reaching 87% smartphones/100 people.
According to statistics from the EMC Digital Government Service Monitoring and Measurement System, the rate of online submissions reached 87%, of which the rate of online applications for the entire process reached 16%; the rate of online public services generating online applications reached 83%; the rate of online results delivery reached 100%. The results of digitizing applications and handling administrative procedures reached 98.89%.
The rate of online applications for implementing 25 essential public services under Project 06 in the province reached nearly 93%, an increase of nearly 18% compared to the end of 2023.
The level of people's satisfaction in handling administrative procedures on the National Public Service Portal is high. Of which, the satisfaction rate in handling feedback and suggestions is 99%. The satisfaction rate in receiving and handling administrative procedures is 95.55%.
