In 2023, many individuals committed terrorist acts against the people's government, causing particularly serious consequences and greatly affecting the local security and political situation.

State management in some areas still has some shortcomings, leading to subjects taking advantage to commit crimes, such as: Vehicle inspection, issuance of land use right certificates, mineral exploitation licenses, issuance of judicial records...

Regarding the investigation and handling of crimes, the investigation and handling of crimes continued to have positive changes, the quality of the investigation work was improved, a number of targets in Resolution No. 96 of the National Assembly were achieved and exceeded such as: The rate of discovering very serious crimes violating social order reached 92.5%, especially serious cases reached 95.65%; Regular commune police have deployed the authority to handle denunciations and reports of crimes, contributing to reducing the workload for district-level investigation agencies.

However, according to the report of the Supreme People's Procuracy, the investigation work still has some limitations such as: Some types of crimes that violate property such as: property theft, property robbery, property fraud have low investigation and detection rates; the rate of handling crime reports and denunciations has not met the requirements of Resolution No. 96; the application of preventive measures has made much progress but there are still violations; there are still some cases where the investigation must be suspended due to failure to prove the crime and some cases of torture occur during the investigation phase.

According to Head of the Delegation Working Committee Nguyen Thi Thanh, recently, the situation of black credit has been quite painful, with new methods and tricks of operation appearing, taking full advantage of high technology, hiding behind businesses to carry out acts of lending at high interest rates and illegal debt collection.

In terms of area of ​​operation, this type of crime appears a lot in labor areas and industrial zones, mainly taking advantage of people in difficult circumstances who need to borrow small loans and serve daily consumption needs.

Ms. Nguyen Thi Thanh said that this type of loan has very simple and quick procedures, even some activities do not require a face-to-face meeting, do not require collateral, only require the borrower to agree to access the phone book to be able to lend.

When the debt is due, if the borrower cannot pay, the subjects use the borrower's phone contacts to call relatives and colleagues to collect the debt, causing disorder, controlling and pressuring the borrower or continuing to lend new loans to increase the debt level for the borrowers. Many cases have been discovered and prosecuted recently, with some cases having very high interest rates, up to 1,000%.

Ms. Nguyen Thi Thanh requested ministries, branches and localities to pay attention to implementing drastic solutions to prevent black credit, and at the same time requested the State Bank to continue directing commercial banks to have solutions to help workers easily access small loans, consumer loans and not fall into the traps of exploiters.

Analyzing the reasons for the recent increase in fraud and illegal credit crimes, Chairman of the National Defense and Security Committee Le Tan Toi said that this situation stems from two reasons: The state of society returning to normal after the COVID-19 pandemic and the difficult situation of the people, especially the poor, laborers and workers.

Sharing his views on this issue, Chairman of the Ethnic Council Y Thanh Ha Nie K'dam said that with the expansion of internet coverage and social networks, the use of smartphones has become more popular, in many areas where ethnic minorities live, many subjects have taken advantage of this to carry out increasingly sophisticated and cunning fraud crimes.
