On September 16, according to information from Dong Nai Provincial Police, regarding the act of setting up a "ghost" project to defraud and appropriate customers' assets of Loc Phuc Investment Construction and Business Joint Stock Company (abbreviated as Loc Phuc Company), No. 34, Tien Giang Street, Ward 2, Tan Binh District, Ho Chi Minh City, the Investigation Police Agency of Dong Nai Provincial Police issued a decision to prosecute the accused, an arrest warrant for Huynh Huu Tuong (32 years old), residing in Thao Dien Ward, District 2, Ho Chi Minh City, and detained him for 4 months to investigate the act of fraud and appropriation of property. The above decision and order were approved by the People's Procuracy of Dong Nai Province. The prosecution of Tuong has brought the total number of subjects related to this Company who have been prosecuted and detained to 23.

According to Dong Nai Provincial Police, from the people's reports and through professional work, previously, on August 31, the Criminal Police Department coordinated with professional departments of the Provincial Police, Trang Bom District Police, Dong Nai Province to catch Loc Phuc Company red-handed opening a "ghost" real estate trading floor on an empty lot in An Vien Commune, Trang Bom District with the aim of defrauding and appropriating customers' assets. At the scene, the functional forces discovered and controlled nearly 190 related subjects (including the General Director, officers and employees, subjects hired by the Company to pretend to be customers, customers who are victims of the Company). At the same time, the Company's headquarters were searched and related records and documents were seized.

During the investigation and expansion of the case, the Investigation Police Agency of Dong Nai Province Police identified Huynh Huu Tuong as the mastermind and leader of the organization of fraud against customers buying and selling real estate, so they organized an emergency arrest. Through the struggle with the subjects, they stated that a plot of land cost only a few hundred million VND, but this Company drew up the project itself and advertised it for sale at a price of 2-3 billion VND. Customers who wanted to buy a house in Ho Chi Minh City were tricked into going to Dong Nai Province to see the land of the projects they drew up in prime locations, such as near the highway, near industrial parks, near Long Thanh International Airport, near tourist areas, and then used sophisticated tricks to entice and force customers to deposit money in order to appropriate it. The amount of money the Company illegally earned each month was up to tens of billions of VND.

Huynh Huu Tuong ran all the company's activities, but to avoid responsibility and deal with the authorities, he hired Nguyen Van An (27 years old, from Tay Ninh) to be the General Director.

According to the Investigation Police Agency of Dong Nai Province Police, from August 31, the day the "ghost" real estate trading floor was shut down, about 80 customers who were victims have come to the Investigation Police Agency of Dong Nai Province Police to report the real estate fraud of Loc Phuc Company, with a transaction amount of about 100 billion VND.

Currently, the Investigation Police Agency of Dong Nai Province Police is still actively investigating and clarifying all criminal acts of each subject to consolidate the records and strictly handle them in accordance with the provisions of the law.
