On July 23, Ha Dong District Police, Hanoi, deployed synchronous professional measures to destroy a loan shark ring with transactions worth billions of dong.

Specifically, Ha Dong District Police have detained Phung Van Huy (born in 1989) and Do Tien Thanh (born in 2000), both residing in Thanh Tri District, Hanoi, to investigate the act of lending at high interest rates in civil transactions, as prescribed in Article 201 of the 2015 Penal Code.

Through investigation, the police force verified that Huy and some related subjects in the group had the behavior of lending money in the form of "borrowing relatives" with high interest rates, operating in many districts in Hanoi. The modus operandi of this group was very sophisticated.

The subjects do not use a fixed location, do not place signs of pawnshops or regular financial businesses, but use the Internet to create virtual accounts on the network to post loan advertisements for customers in need to contact.

If a subject is discovered by the authorities, the remaining members of the group will immediately delete data and destroy evidence on cyberspace.

On the other hand, these subjects often change their residence to avoid detection by authorities.

However, with the determination to solve the case, on July 17, Ha Dong District Police simultaneously launched an urgent search of the residences of the two main suspects, Phung Van Huy and Do Tien Thanh, to investigate and clarify signs of law violations.

The subjects confessed that they had been operating financial business on the Internet for a long time in the form of lending money at a rate of 10:8, cutting interest in advance, and paying within 50 days (customers who borrow 10 million VND will receive 8 million VND, cutting interest in advance by 2 million VND). The lending interest rate is 146%/year.

In addition, the subjects discussed and assigned tasks, each step such as advertising, exploiting people in need of loans; checking borrower information; carrying out loan procedures and reminding customers to pay daily.

To manage borrowers, Huy and Thanh use social networks Zalo, Viber and management applications on the Internet...

Based on the initial statements and documents seized, the police determined that from October 2022 to July 2023, this group of subjects lent money to customers in many districts, towns and cities in Hanoi such as Ha Dong, Chuong My, Thanh Oai, Thanh Tri... with amounts up to billions of VND.

Currently, Ha Dong District Police are urgently investigating, clarifying, and consolidating evidence and records to strictly handle the subjects according to the law.
