Speaking at the opening of the conference, Mr. Luu Van Ban, Standing Vice Chairman of Hai Duong Provincial People's Committee, affirmed that with the spirit of urgently bringing the 2024 Land Law into life, the People's Council and People's Committee of Hai Duong province have basically issued all documents under the province's authority as stipulated by the 2024 Land Law that must be issued by local authorities. According to the provisions of the 2024 Land Law, the authority in land management and use has been greatly decentralized to the People's Committees at the district and commune levels; especially in the fields of land recovery, determination of land use origin, compensation, support for site clearance, and resettlement to implement projects. Therefore, the training conference is very important for the People's Committees at the district and commune levels to organize and implement in accordance with the provisions of the law.
Deputy Minister of Natural Resources and Environment Le Minh Ngan also assessed Hai Duong as a bright spot in the country in organizing the development of legal documents to implement the 2024 Land Law under the authority of the locality, ensuring that in a short time there is a legal basis for implementing the law in the province. This training conference is an opportunity for localities to grasp and learn more about the new provisions of the 2024 Land Law. Through the conference, the Ministry of Natural Resources and Environment will also have more information, especially difficulties and obstacles from localities to continue advising on policies in land management.
During the 1-day training, delegates were informed by representatives of the Department of Land, the Department of Planning and Land Resources Development, the Department of Registration and Land Information Data (Ministry of Natural Resources and Environment) about the core contents of the 2024 Land Law and guiding documents for implementation, including Decree 71/2024/ND-CP regulating land prices, Decree No. 88/2024/ND-CP regulating compensation, support, and resettlement when the State recovers land; Decree No. 101/2024/ND-CP regulating basic land survey, registration, granting of land use right certificates, ownership of assets attached to land and land information system; Decree No. 102/2024/ND-CP detailing the implementation of a number of articles of the Land Law.
At the same time, leaders and representatives of specialized departments of the Ministry of Natural Resources and Environment also discussed and answered questions from localities in implementing the 2024 Land Law and guiding documents for implementation.
On the same day, the working delegation of the Ministry of Natural Resources and Environment worked with the People's Committee of Hai Duong province on land management.
At the meeting, leaders of the Department of Natural Resources and Environment and localities reported on difficulties and obstacles in implementing the 2024 Land Law and guiding documents in Hai Duong province. Notable among them were difficulties and obstacles in conducting auctions of land use rights, bidding to select investors for projects using land; determining land prices in procedures for extending land use, adjusting land use terms; obstacles in exemption of land use fees, land rent; in the field of surveying, registering for granting land use right certificates, etc.
Concluding the working session, Deputy Minister of Natural Resources and Environment Le Minh Ngan affirmed the attention and responsibility of the Party Committee and Hai Duong provincial government in implementing the 2024 Land Law in the province.
The comrade noted that the province should continue to disseminate and provide in-depth training on the 2024 Land Law and its guiding documents. Continue to review legal documents to ensure consistency and uniformity in implementation in the area. Prepare other conditions for law enforcement such as strengthening the organizational apparatus, organizing land fund development, land use rights registration offices, etc. Pay attention to the issue of compensation and resettlement support. Urgently develop technical and economic norms under the authority of the locality. Focus on completing the land database. Strengthen inspection, examination, and performance of official duties, etc.
Standing Vice Chairman of the Provincial People's Committee Luu Van Ban requested that from now until the end of the year, localities urgently deploy the disbursement of public investment capital, including work related to land, site clearance... The Department of Natural Resources and Environment shall preside over and coordinate with relevant departments and branches to review and receive information from branches and localities on difficulties and problems arising in the implementation of the Land Law to promptly report to the Provincial People's Committee and the Ministry of Natural Resources and Environment for resolution. Advise the Provincial People's Committee on the land use plan for 2025; make a list of projects with land use rights bidding to submit to the Provincial People's Committee...
