In the whole country, only Hai Duong and An Giang have issued full documents guiding the Land Law.

Continuing the program of the 8th Session, 15th National Assembly, on October 26, speaking at the group discussion session, Minister of Natural Resources and Environment Do Duc Duy informed and explained to National Assembly deputies about the difficulties and problems in implementing the Land Law.

Regarding the implementation of the 2024 Land Law, Minister Do Duc Duy said that the first thing to do is to issue complete guidance documents and detailed regulations for the implementation of the law at the central and local levels. However, at the local level, this work is still slow.

According to the report of the Ministry of Natural Resources and Environment, which updated the implementation status up to October 19, out of 63 provinces and cities, only 2 localities have fully issued 20/20 contents prescribed by the law; 10 provinces and cities have basically issued all, that is, from 17-19/20 contents; of which 6 provinces and cities have issued very few, from 3,4,5 contents.

Reporting to the National Assembly delegates, Minister Do Duc Duy said that in the same conditions, there are localities that have issued very timely and complete documents such as Hai Duong and An Giang. Many localities, including those in the Central Highlands, which have limited human resources, have issued 17-19 contents. But there are localities, including centrally-run cities, that have issued only 5 contents. Thus, the implementation problem in localities is very different.

Therefore, the Prime Minister also has many directive documents, just counting the official dispatches, there are 5 official dispatches strongly directing localities to soon issue to ensure the implementation of the 2024 Land Law.

Minister Do Duc Duy informed that in the past 2 weeks, especially after the Prime Minister's telegram, localities have been active and the results of issuing documents have improved a lot.

Regarding the difficulties in building and adjusting the current land price list, informing delegates, the head of the natural resources and environment sector said that up to now, dozens of localities and Ho Chi Minh City have just adjusted the land price list and there are no problems.

The head of the Ministry of Natural Resources and Environment said that the Ministry's report clearly pointed out the causes, but the main problem here is the organization of the implementation of the Law.

The Minister hopes that National Assembly deputies will supervise local authorities so that localities must strictly implement the provisions of the law on land, including the content related to adjusting and supplementing the land price list.
